This grant is for California organizations seeking to establish or expand social enterprise programs. Applicants must be able to design, develop, and implement job training and transitional employment programs. Programs must serve hardest-to-serve populations including disconnected youth, justice-involved individuals, people with disabilities, long-term unemployed, older workers, and veterans.
Eligible applicants include nonprofits, government agencies, and other workforce development entities operating in California. Programs must generate revenue from products or services and reinvest earnings into participant wages and support services. Cost-sharing is required.
Activities include job placement, on-the-job training, supported employment, and wrap-around services such as housing assistance, childcare access, mental health services, and job coaching. Programs must coordinate with state workforce development efforts across multiple agencies.

Program description
The purpose of the PG Program is to provide funding to district attorneys for the investigation and prosecution of Pandemic Unemployment Assistance (PUA) and Unemployment Insurance (UI) fraud crimes, which spiked during the COVID-19 pandemic emergencies. District attorneys are encouraged to work with county and/or municipal law enforcement agencies on investigatory work related to PUA/UI fraud crimes, and then successfully prosecute these cases. PUA/UI fraud crimes are violations of Cal. Unemp. Ins. Code §§ 2101 and 2114; Cal. Penal Code §§487, 496, and 530.5; or any fraud offenses relating to COVID-19 pandemic-related insurance programs administered by the California Employment Development Department (EDD), or the U.S. Department of Labor.
