American Rescue Plan Act – Coronavirus Local Fiscal Recovery Funds for Ohio Non-Entitlement Units of Local Government

This grant is for non-entitlement units of local government (NEUs) in Ohio. Eligible applicants include cities, villages, townships, and counties with populations under 50,000. Applicants must register in the funding portal and provide organizational information, DUNS number, and budget documentation. NEUs must sign the award terms and assurance of compliance with Title VI of the Civil Rights Act. Funds support COVID-19 response, economic recovery, revenue replacement, essential worker pay, and water/sewer/broadband infrastructure.
Program description
The American Rescue Plan Act of 2021 (ARPA) appropriates $19.53 billion of Coronavirus Local Fiscal Recovery Funds to States for distribution to “non-entitlement units of local government” (NEUs). The Ohio Office of Budget and Management (OBM) is facilitating the allocation and distribution of these funds to Ohio’s eligible NEUs. OBM will be distributing funds in accordance with the guidelines provided from the Treasury at https://home.treasury.gov/system/files/136/NEU_Guidance.pdf. To meet the Treasury requirements, OBM requires eligible NEUs to register for funding in this Portal and provide the following information prior to distribution: • Organizational information to include the DUNS number, Entity’s Taxpayer Identification Number, contact information for both an Authorized Representative and Grant Contact, and payment details; • Top-line total annual budget amount as of January 27, 2020; • Sign and upload award terms and conditions agreement (provided in funding opportunity); and • Sign and upload assurance of compliance with Title VI of the Civil Rights Act of 1964 (provided in funding opportunity). Funds may be used to: -Support public health expenditures, by, for example, funding COVID-19 mitigation efforts, medical expenses, behavioral healthcare, and certain public health and safety staff; -Address negative economic impacts caused by the public health emergency, including economic harms to workers, households, small businesses, impacted industries, and the public sector; -Replace lost public sector revenue, using this funding to provide government services to the extent of the reduction in revenue experienced due to the pandemic; -Provide premium pay for essential workers, offering additional support to those who have and will bear the greatest health risks because of their service in critical infrastructure sectors; and -Invest in water, sewer, and broadband infrastructure, making necessary investments to improve access to clean drinking water, support vital wastewater and stormwater infrastructure, and to expand access to broadband internet.
