This grant is for California counties and cities addressing gun violence and crisis intervention. County proposals must be approved by the Board of Supervisors or Chief County Administrative Officer. City proposals must be approved by the City Council or City Manager.
Community-based organizations and nonprofits cannot apply directly but may participate as subcontractors to a county or city applicant.
Applicants must propose activities addressing at least one of three Program Purpose Areas: ERPO communication/education, crisis service referrals, or law enforcement crisis intervention. All programs must directly connect to reducing gun violence and preventing harm through crisis intervention—not response to ongoing crimes.

Program description
Eligible Applicants: Local public agencies, 501(c)(3) nonprofit organizations qualified to do business in California, Public Utilities, Federally and non-federally recognized Native American tribes on the Native American Heritage Commission’s list, and Mutual water companies. Eligible Uses: Eligible projects include recycled water treatment; recycled water storage, distribution, and pumping; groundwater recharge; indirect potable reuse; surface water augmentation; and large scale recycled water projects. Ineligible Uses: Operation and maintenance costs. Eligible Costs: Construction Grant Funding – Construction costs only Construction Grant Funding – Large Scale Recycled Water Projects – Planning, Design, and Construction. Eligible Communities: All community types are eligible for funding. This includes small and large communities, non-disadvantaged, disadvantaged, and severely disadvantaged communities. - Clearly connect your crisis intervention program to gun violence reduction or firearms relinquishment—vague connections will be flagged.
- Submit through the Submittable portal by the strict 5:00 p.m. PST deadline on April 7, 2025. Late submissions are not accepted.
- Submit a non-binding Letter of Intent if possible. It helps BSCC plan evaluation and shows serious intent.
- Budget for the full 26-month timeline including the two-month final evaluation reporting period at the end.
⚠️ Common mistakes
Applications fail to clearly demonstrate how their program both reduces gun violence AND implements crisis intervention—these are non-negotiable requirements. Missing required local government approvals before submission results in immediate rejection. Submitting after 5:00 p.m. PST on April 7, 2025 disqualifies the entire proposal regardless of quality.
