This grant is for affordable housing development and homeownership support in California. Eligible applicants include local public agencies, nonprofit corporations, and federally recognized tribal and special government entities. The program funds first-time homebuyer mortgage assistance, owner-occupied rehabilitation, self-help housing technical assistance, shared housing programs, accessory dwelling unit assistance, and homeownership development project loans.
Geographic targets include up to 45% for Southern California, 30% for Northern California, and 15% for rural jurisdictions. A $20 million set-aside supports mobilehome assistance in mobilehome or manufactured home communities. Ten percent of total funds target federally recognized and special government entities.

Program description
This is a reimbursable grant for airport development or planning activities. The State will provide up to 5% of total AIP grant with a project maximum of $200,000 per project. Project must be listed in the State Capital Improvement Plan to be eligible. Project must not begin until a notice to proceed is given by the State
