Program Objective
Support State designated Protection and Advocacy (P&A) systems. The Strengthening Protections of Social Security Beneficiaries (SPSSB) or Rep-Payee grant program pays for performance reviews and monitoring of representative payees.

Applicants applying for grant funds are limited to State protection and advocacy systems established pursuant to Part C of Title I of the Developmental Disabilities Assistance and Bill of Rights Act.

Award Procedure
OAG provides a Notice of Grant Award as official notice for approved applications. The notice indicates award amount, the purpose of the award, award terms and conditions, the budget period, the anticipated project period, and the awardee's cost-sharing requirement

Description
SPSSB (Rep Payee) funds state P&A Systems with money to conduct periodic onsite reviews of representative payees. Additional reviews are conducted in response to allegations or concerns about the performance of suitability of the payee. P&A’s will develop corrective action plans were necessary, refer beneficiaries to other programs or services as appropriate. Funds also are issued to a National Association Grantee to support training and technical assistance, administrative support, and data collection services for P&As.

Allowed Uses
Grants are awarded to organizations to: Conduct reviews of Rep Payees. Grant funds may not be used for construction or major renovation of buildings. Funds support salaries and benefits of staff who conduct work on behalf of the SPSSB programs, supplies, travel to program related trainings, and mileage to conduct monitoring visits.
Required Documentation
SPSSB funded positions working with beneficiaries must undergo a background investigation and obtain a favorable suitability determination.
