Program Objective

The Administration supports a comprehensive approach to reducing drug use and its consequences. Drug courts work to divert individuals with substance use disorders from the criminal justice system by offering services for evidence-based treatment and rehabilitation, and incentives to encourage participation, such as dismissal of charges or reduction in jail time for successful completion. The Office of National Drug Control Policy (ONDCP) will award one or more cooperative agreements to establish and implement training, technical assistance, and other evidence-based resources for drug court professionals to improve the effectiveness of post-arrest criminal justice interventions and the provision of evidence-based treatment to individuals with substance use disorders who are arrested or under some form of criminal justice supervision, including medication assisted treatment.

Organizations with expert knowledge of drug courts, including training, technical assistance, and other evidence-based resources for drug court professionals, are eligible. The trainings and technical assistance will require organizations with significant subject matter expertise and extensive knowledge of evidence-based resources for a variety of drug court professionals (e.g. judges, prosecutors, public defenders, defense counsel, probation and parole officers, law enforcement officers, law enforcement executives, court administrators, and treatment providers). Applicants can partner with other entities to achieve required expertise. Applicants must also ensure compliance with all federal laws, regulations, Executive Orders, and public policies governing financial assistance awards.

Upon approval by the Office of National Drug Control Policy, an award letter and conditions are sent to the grantee.

§ 3603.1 Adoption of 2 CFR Part 200.

Under the authority listed above, the Executive Office of the President, Office of National Drug Control Policy (ONDCP) adopts the Office of Management and Budget (OMB) Guidance in 2 CFR part 200. Thus, this part gives regulatory effect to the OMB guidance and supplements the guidance as needed for ONDCP.
