FY2025 In 2025, Congress did not support the continuation of the $7.5 million in FVPSA funding to support the 35 cooperative agreements to Culturally Specific Domestic Violence and Sexual Assault (CDVSA) grants for culturally specific organizations and programs to provide trauma-informed, developmentally sensitive and culturally relevant services for children, individuals, and families affected by sexual assault and domestic violence from racial/ethnic specific populations, underserved communities, and historically marginalized communities across the nation.

Program Objective

The objective of this program is to fund a wide range of discretionary activities to (A) provide activities for survivors of sexual assault and domestic violence (B) provide activities to promote strategic partnership development and collaboration (C) respond to the public health concerns on survivors of sexual assault and domestic violence.

Eligibility

Eligible Applicants

  • Federally Recognized Tribal Government

An applicant may be a nonprofit private organization, tribal organization, federally-recognized Indian tribe, Native Hawaiian organization, local public agency, institution of higher education, private organization, Alaska Native Village, or nonprofit Alaska Native Regional Corporation.

Applications from individuals (including sole proprietorships) and foreign entities are not eligible and will be disqualified from the merit review and funding under this funding opportunity.

Faith-based and community organizations that meet the eligibility requirements are eligible to receive awards under this funding opportunity.

How to Apply

Award Procedure

This grant was initially awarded with funds specifically authorized and appropriated in Appropriations Committee Reports, but Congress did not appropriate grant funds for FY 2025. No federal law provides HHS with funding for this program, and HHS is not authorized to award or continue grants in the absence of an appropriation. See 31 U.S.C. § 6304(1). The Notice of Funding Opportunity (NOFO) and the Terms and Conditions of the awards also state that funding for additional years is only available subject to appropriations. There is no associated right to appeal as rights to appeal are for findings of noncompliance (45 CFR § 75.374).

The Family Violence Prevention and Services Act (FVPSA) provides’ discretionary funding through a competitive process to recipients that (A) support community-based organizations to provide activities for survivors of sexual assault and domestic violence. (B) support community-based organizations that provide activities to promote strategic partnership development and collaboration in responding to safety and public health concerns on survivors of sexual assault and domestic violence.

Developing and supporting innovative community-based non-residential services and supports that enhance intervention and prevention for all survivors of sexual assault, domestic violence, dating violence, and family violence; Strengthening the capacity and furthering the leadership development of local organizations to address sexual violence and domestic violence in their communities
