FY2025 Fiscal Year 2024: The Licensure Portability Grant Program was expanded in FY 2024 to include the Social Work Licensure Compact and Podiatry Interstate Licensure Compact along with continuing support for the Interstate Medical Licensure Compact (IMLC) and Psychology Interjurisdictional Compact (PSYPACT). There are approximately 53,530 providers participating in IMLC and over 18,000 providers participating in PSYPACT. The Telehealth Technology-Enabled Learning Program supports the connection of specialists at academic medical centers with primary care providers to treat patients with complex conditions and has had over 10,000 providers participating in Extension for Community Healthcare Outcomes (ECHO) or ECHO-like learning sessions that have focused on topics such as behavioral health, chronic disease management, and pediatric care. The Technology-enabled Collaborative Learning Program supports the use of technology-enabled collaborative learning to improve retention of health care providers and increase access to health care services in rural and underserved areas and had over 4,000 health care providers participating in ECHO or ECHO-like sessions.

Program Objective

The Licensure Portability Grant Program (LPGP) supports state professional licensing boards to carry out programs under which licensing boards of various states cooperate to develop and implement state laws and related policies that will reduce statutory and regulatory barriers to telehealth. The Telehealth Technology-Enabled Learning Program supports the connection of specialists at academic medical centers with primary care providers in rural and underserved areas, providing evidence-based training and support to help them treat patients with complex conditions in their communities. The Technology-enabled Collaborative Learning Program evaluates, develops, and expands the use of technology-enabled collaborative learning and capacity building models for health care providers and other professionals to improve retention of health care providers and increase access to health care services.

Licensure Portability Grant Program: competing continuation applicants and new eligible entities that are limited by statute to state professional licensing boards including but not limited to organizations that are in consortia with or associations of state licensing boards. Eligible applicants include domestic public or private entities. Telehealth Technology-Enabled Learning Program: all domestic public and private entities, nonprofit and for-profit, are eligible to apply. Domestic faith-based and community-based organizations, tribes, and tribal organizations and organizations based in the territories and freely associated states are also eligible to apply. The Technology-enabled Collaborative Learning Program: all domestic public and private entities, nonprofit and for-profit. Domestic faith-based and community-based organizations, or Tribal (governments, organizations including urban Indian organizations) based in the territories and freely associated states are also eligible.

All final funding decisions are made by an independent review panel that is conducted by the Health Resources and Services Administration’s Division of Independent Review. Notification is made in writing by a Notice of Award

Use of Funds

Allowed Uses

All funds awarded should be expended solely for carrying out approved projects in accordance with the intent of the grant or cooperative agreement as stipulated in the notice of award. Overall, not more than 20 percent of program funds may be expended for equipment, and not more than 15 percent of program funds may be expended for indirect costs. Program funds may not be used for purchasing and installing telecommunications transmission equipment (e.g., microwave towers, satellite dishes, amplifiers, digital switching equipment or laying cable or telephone lines) or to acquire real property. Construction costs are allowable only for minor renovations related to the installation of equipment.
