Program Objective
The Telehealth Centers of Excellence (COEs) program supports academic medical centers to implement innovative telehealth services in rural and urban areas and disseminates the findings through research publications. These centers serve as national models for implementing telehealth solutions that improve health outcomes and enhance access to care, especially in medically underserved areas.

The Telehealth Centers of Excellence Program: Limited competition to incumbent Telehealth Centers of Excellence award recipients operating a successful telehealth program in a public academic medical center located in a state with high chronic disease prevalence, high poverty rates, and a large percentage of medically underserved rural areas.

How to Apply
Award Procedure
All final funding decisions are made by an independent review panel that is conducted by the Health Resources and Services Administration’s Division of Independent Review. Notification is made in writing by a Notice of Award.

Use of Funds
Allowed Uses
All funds awarded should be expended solely for carrying out approved projects in accordance with the intent of the grant or cooperative agreement as stipulated in the notice of award. Overall, not more than 20 percent of program funds may be expended for equipment, and not more than 15 percent of program funds may be expended for indirect costs. Program funds may not be used for purchasing and installing telecommunications transmission equipment (e.g., microwave towers, satellite dishes, amplifiers, digital switching equipment or laying cable or telephone lines) or to acquire real property. Construction costs are allowable only for minor renovations related to the installation of equipment.
