Indian Health Service: Dental Preventative and Clinical Support Center Program

Program Objective
The purpose of the Dental Preventive and Clinical Support Center Program is to
combine existing resources and infrastructure with IHS Headquarters, IHS Area
resources, and dental support centers to address broad challenges and
opportunities in the dental field. Through collaborative efforts with the IHS Division
of Oral Health (DOH), the dental support centers will address two priority goals:
• Supporting, guiding, training, and enhancing IHS/Tribal/Urban (I/T/U) dental
programs within their Area(s).
• Ensuring that the services of the support centers and the I/T/U/ dental
programs result in documented and measurable improvements or outcomes
in the oral health of the American Indian and Alaska Native (AI/AN)
patients served.
Eligibility
Eligible Applicants
- Federally Recognized Tribal Government
- Nonprofit Organization
Federally recognized Indian tribes; tribal organizations; nonprofit inter-tribal organizations; nonprofit urban Indian organizations contracting with the Indian Health Service under Title V of the Indian Health Care Improvement Act; public or private nonprofit health and education entities; and State and local government health agencies.
Beneficiaries
- Federally Recognized Tribal Government
American Indians/Alaska Natives will be the ultimate beneficiaries of the funded projects either directly or indirectly depending upon the nature of the project. For example, those individuals who participate in research studies and receive services will be direct beneficiaries while those impacted by policy changes resulting from analyses of Indian health care issues will be indirect beneficiaries.

Description
The primary function of a support center is not to provide clinical care but rather to
support clinical care by promoting oral health initiatives, training, supporting oral
health screenings, and providing materials. Projects will focus on support for
dental programs in a specific region or Area, rather than focusing on one locale or
on clinical or preventive care alone. Well-designed support centers will improve
and document oral health outcomes for communities, by promoting IHS DOH oral
health initiatives to oral health programs.

Allowed Uses
Federal assistance is to be used for the following purposes: (1) Research, analysis, and investigation of a broad range of issues affecting the health of American Indians and Alaska Natives; and (2) demonstration projects and studies that provide American Indians/Alaska Natives with impetus and involvement in their health care and that promote improved health care to Indian people.
Restrictions
All IHS Grants Funds are for discretionary grant activities.
Required Documentation
Costs will be determined in accordance with the applicable OMB Circular: OMB Circular No. A-87 (State, local, and Indian tribal governments); OMB Circular No. A-21 (institutions of higher education); and OMB Circular No. A-122 (nonprofit organizations). Depending upon the nature of the project, letters of support or tribal resolutions may be required.
