Nonproliferation and Arms Control
Program Objective
Nonproliferation and Arms Control (NPAC): NNSA’s Office of Nonproliferation and Arms Control (NPAC) strengthens nonproliferation and arms control regimes to prevent proliferation, ensure peaceful nuclear uses, and enable verifiable nuclear reductions and limitations on nuclear, biological, and chemical weapons. Areas regarding Nuclear Safeguards, Export Controls, Verification, and Policy.

How to Apply
Application Procedure
2 CFR 200 Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards applies to this program. The John Gordon NNSA Albuquerque Complex in Albuquerque, New Mexico issues Notices of Funding Opportunities (NOFOs) under which formal applications may be submitted by a scientist or principal investigator who will conduct or lead the project team. The NOFOs will be posted to Grants.gov which can be accessed at Home | Grants.gov
Award Procedure
Evaluations will be conducted by technical staff assigned to the Office of Nonproliferation Policy and Arms Control (NPAC) or at the DOE national laboratories. Final decisions for approval are made by the source selection authority. DOE/NNSA Procurement is then instructed to negotiate and prepare the grant award documents. Program management responsibilities may be delegated as a whole or in part to the NNSA Albuquerque Complex or NNSA Site Offices.

Description
NPAC works to close proliferation pathways to the acquisition of nuclear weapons and weapons of mass destruction (WMD)-related materials, technology, and expertise by executing programs that: build the capacity of the International Atomic Energy Agency (IAEA) and partner countries to implement international safeguards obligations and detect and deter diversion of nuclear material or illicit use of nuclear facilities; build domestic and international capacity to implement export control obligations and prevent illicit transfers of nuclear and WMD-related material, equipment, and technology; support negotiation and implementation of agreements and associated monitoring regimes to verifiably reduce nuclear weapons, nuclear programs, and other WMD; and develop programs and strategies to address emerging nonproliferation and arms control challenges and opportunities.
Use of Funds
Allowed Uses
Prevent proliferation, ensure peaceful nuclear uses, and enable verifiable nuclear reductions. Financial support in whole or in part may be provided for salaries, materials, supplies, equipment, travel, publication costs, services required for conducting nonproliferation activities to reduce the global danger from the proliferation of weapons of mass destruction. Construction or related costs are not allowed under these project grants. All work must comply with export control regulations.
