Program Objective
The objective of the Texas State Action Items is to conduct environmental monitoring, provide independent validation of environmental data, and pursue joint emergency planning among the Pantex Plant emergency planners, local governments (local political subdivisions within the designated Pantex Emergency Planning Zone (EPZ)) and State emergency agencies.

The John Gordon NNSA Albuquerque Complex in Albuquerque, New Mexico issues Notices of Funding Opportunities (NOFOs) under which formal applications may be submitted by a scientist or principal investigator who will conduct or lead the project team. The NOFOs will be posted to Grants.gov which can be accessed at Home | Grants.gov
Award Procedure
Evaluations are conducted by technical staff. Final decisions for approval are made by the source selection authority. DOE/NNSA Procurement is then instructed to negotiate and prepare the grant award documents. Program management responsibilities may be delegated as a whole or in part to the NNSA Albuquerque Complex or NNSA Pantex Field Office.
Decision Timeline
- Approval: From 60 to 90 days
Grants will be modified pending relevancy and extended up to a 5-year period of performance. Renewals are subject to an annual review by the Headquarters and/or NNSA Albuquerque Complex.

Description
This Agreement has been historically implemented in 5-year increments beginning in 1990 for interaction between the State of Texas and surrounding counties around Pantex to ensure operations occurring at the Pantex Plant do not adversely affect the environment on and around the Pantex Plant through Environmental Monitoring. It also provides emergency preparedness planning for events that could include hazards and activities at the Pantex Plant with the potential to adversely impact public health, safety, and the environment. The State activities include expedited review of environmental documents, assisted confirmation sampling, participation in technical and Pantex-related meetings, emergency preparedness planning, and to advise and assist the PFO in assuring that the activities at the Pantex Plant do not adversely impact public health, safety, and the environment.
