FY2025 In FY 2025, this program provided funding to 53 Tribes. These Tribes operated air monitors, developed emissions inventories, and built their capacity to implement air programs.

Program Objective

This program supports Federally-recognized Indian Tribes' efforts to understand, assess and characterize air quality. In addition, this program supports their ability to design methods and plans to protect and improve air quality on Tribal lands through surveys, studies, research, training, investigations, and special purpose activities. This program strives to ensure that all Tribes have the tools they need to understand and participate in local, regional and national issues, regulatory and policy developments, and to protect their air quality from activities off the reservation that may affect or impact them.

Assistance under this program is generally available to Federally-recognized Indian Tribes and Intertribal Consortia, which submit applications proposing projects with significant technical merit and relevance to EPA's Office of Air and Radiation's mission. Tribal CAA 103 Project Grants have been determined by the Agency as exempt from competition under EPA Order 5700.5A1. For certain competitive funding opportunities under this assistance listing, the Agency may limit eligibility to compete to a number or subset of eligible applicants consistent with the Agency’s Assistance Agreement Competition Policy

How to Apply

Application Procedure

Issuing office will provide location of application procedure details as appropriate.

Award Procedure

EPA will conduct an administrative evaluation to determine the adequacy of the application in relation to grant regulations and to technical and program evaluation to determine the merit and relevance of the project. The Agency will then advise the applicant if funding is being considered. A final work plan will then be negotiated with the applicant.

Allowed Uses

Grants and cooperative agreements are available to support recipient's allowable direct costs incident to approved Tribal air resources activities that will protect public health and the environment, plus allowable indirect costs, in accordance with established EPA policies and regulations. This program makes Federal awards on a discretionary basis. A discretionary award means an award in which the Federal awarding agency, in keeping with specific statutory authority that enables the agency to exercise judgement (“discretion”), selects the recipient and/or the amount of Federal funding awarded through a competitive process or based on merit of proposals. A discretionary award may be selected on a non-competitive basis, as appropriate. For further information, please contact the Headquarters or regional office.

Required Documentation

Applicants may be requested to demonstrate they have appropriate background, academic training, experience in the field, and necessary equipment to carry out projects. EPA may ask applicants or principle investigators to provide curriculum vitae and relevant publications. 2 CFR 200, Subpart E - Cost Principles applies to this program.
