FY2025 175 individual State Veterans Homes provided care to eligible Veterans at a total cost of $2,062,841,072 which included nursing home care, domiciliary care, and adult day health care. This amount also includes retroactive payments for the PACT Act. Of this, domiciliary care made up $52,731,404 of funds provided to States.

Program Objective

To provide financial assistance to States furnishing domiciliary care to eligible veterans in State Veterans' Homes which meet the standards prescribed by the Secretary of Veterans Affairs.

Eligibility

Eligible Applicants

  • State

Applicant is any State which operates a designated facility to furnish domiciliary care primarily for veterans. The definition "State" means each of the several States and each Indian tribe (as defined in section 4 of the Indian Self-Determination and Education Assistance Act (25 U.S.C. 5304)).

How to Apply

Award Procedure

Recognition by Secretary of Veterans Affairs for purposes of VA aid pursuant to Title 38 U.S.C. Section 1741.

Description

Domiciliary care means the furnishing of a home to a veteran, including the furnishing of shelter, food, and other comforts of home, and necessary medical services as defined in this part. For purposes of the definition of “domiciliary care,” necessary medical services means the medical services in 38 Code of Federal Regulations Subpart E required by the State home to provide.
