State-Amtrak Intercity Passenger Rail Committee

To provide financial assistance for the State-Amtrak Intercity Passenger Rail Committee (SAIPRC) which will promote mutual cooperation and planning on State-supported Amtrak services and to further implement section 209 of the Passenger Rail Investment and Improvement Act of 2008 (49 U.S.C. § 24712). SAIPRC’s mission is to promote innovative practices and investments that support a vibrant and efficient State and national passenger rail network to meet the growing needs of the traveling public and encourage economic growth. The funding is intended to meet the directives set forth by Congress in the statute and, in doing so, to improve passenger rail in support of improved mobility in passenger rail corridors and economic growth across the country.

State governments (includes District of Columbia); Regional and Local governments (excludes institutions of higher education and hospitals); For-profit organizations, such as railroads.

FRA will contact applicants with successful applications with information and instructions about the award process. This notification is not an authorization to begin proposed project activities. A formal grant agreement or cooperative agreement signed by both the grantee and the FRA, including an approved scope, schedule, and budget, is required before the award is considered complete.

The applicant must submit the following information: SF424 – Application for Federal Assistance, SF 424C – Budget Information for Construction, or SF 424A – Budget Information for Non-Construction, SF 424D – Assurances for Construction, or SF 424B – Assurances for Non-Construction, FRA’s Additional Assurances and Certifications, and other information such as project narratives, statements of work, and budgets.
