FY2025 With the issuance of the grant, FMCSA ensures that each training course leverages qualified FLETA-accredited instructors and maintains the highest academic standards, regardless of geographical location throughout the United States and its territories. In FY 2025, a total of 349 courses were conducted, training 4,728 state and local law enforcement personnel in a wide range of commercial motor vehicle-related safety topics. These topics include, but are not limited to: ■ North American Standard Part A (107 classes, 1,689 students trained) ■ North American Standard Part B (81 classes, 1,032 students trained) ■ Passenger Carrier Vehicle Inspection (28 classes, 313 students trained) ■ General Hazardous Materials (49 classes, 636 students trained) ■ Cargo Tank Inspection (38 classes, 558 students trained) ■ Other Bulk Packaging 25 classes, 328 students trained ■ New Entrant Safety Audit (10 classes, 71 students trained) ■ New Entrant Safety Audit Workshop (4 classes, 25 students trained) ■ Investigative Safety Analysis (6 classes, 62 students trained) ■ Advanced Roadside Hazardous Materials (1 classes, 14 students trained)
FY2026 FMCSA is developing the Fiscal Year (FY) 2026 Notice of Funding Opportunity (NOFO) to align with and continue supporting the department’s strategic goals and priorities related to HP-ETS and highway safety.

Program Objective

The objective of the HP- ETS grant program is to train non-federal employees who conduct CMV enforcement activities in accordance with Federal Motor Carrier Safety Regulations (FMCSR), Hazardous Materials Regulations (HMR), and the Commercial Vehicle Safety Alliance’s (CVSA) Out-of-Service criteria; and to develop related training materials to increase awareness and education on CMV safety and otherwise improve CMV safety. These activities are supported in alignment with the U.S. Department of Transportation’s strategic objectives of:

a. Safety: Make our transportation system safer for all people. Work toward a future
where transportation-related serious injuries and fatalities are eliminated, and public health improved.

b. Economic Strength and Modernization: Grow an inclusive and sustainable economy.
Invest in our transportation system to provide American workers and businesses reliable and efficient access to jobs, resources, and markets reducing transportation-related disparities and burden in the environment.

c. Equity: Address inequities. Support and engage people and communities to promote safe, affordable, accessible, and multimodal access to opportunities and services while reducing transportation-related disparities and burden in the built environment.

How to Apply

Award Procedure

FMCSA will review all eligible applications received by the application deadline according to the merit evaluation criteria. The review and selection process will consist of an intake/eligibility criteria review, a technical and budget review, a program office review, and final selection. During the technical and budget review, FMCSA technical and financial staff members evaluate and analyze applications applying the evaluation criteria and submit their assessments to the program office. Then, the program office will gather and consider the results of the evaluations according to the technical merit, budget review/cost analysis, program-specific, past performance, and other review criteria, and assign ratings. The program office will recommend the initial selection of projects for the FMCSA Administrator’s review. Finally, the FMCSA Administrator will select awards for the Secretary’s review and approval.

expertise in conducting commercial motor vehicle enforcement training programs for non-Federal employees; and the ability to reach and involve in a training program the target population of commercial motor vehicle safety enforcement employees.

Allowed Uses

1. Course Development: Training courses to be developed and delivered using appropriately credentialed/qualified personnel.

2. Delivery Methods: Courses to be offered via Instructor Led Training (ILT), Virtual Instructor Led Training (VILT), Web-based training (WBT), or a combination of these options.

3. Curriculum Development: Development of curricula and supporting materials to be accomplished for each delivery platform.

4. Subject Matter Expertise: Experienced and subject matter expertise of core personnel in the design, development, and delivery of curricula and instructional materials for adult learners across course delivery methods (ILT, VILT, WBT).

Required Documentation

As the lead government agency responsible for regulatory and safety oversight of CMVs, FMCSA may award HP-SET funds to nonprofit organizations that have:

a. Expertise in conducting CMV enforcement and compliance training program for non-Federal employees; and
b. Ability to influence and involve a target population of CMV safety enforcement employees in a training program.
