Program Objective
EAR is an enhanced program to address longer-term, higher-risk research,
including 1) highway infrastructure materials, 2) health effects, 3) safety, 4) environment, 5) system condition and performance monitoring, and 6) hour-to hour operational decision-making.
This Assistance Listing 20.221 created in August 2025 was included in the previous ALN 20.200, please refer to former ALN 20.200 for FY24 and FY25 financial obligations. The new Assistance Listing 20.221 will be utilized by DOT at the start of FY 2026.

Description
Federal legislation establishes an Exploratory Advanced Research (EAR) Program to address longer term, higher risk, breakthrough research with the potential for dramatic, long-term improvements to transportation systems in planning, building, renewing, and operating safe, congestion-free, and environmentally sound transportation facilities.
