Program Objective
The Homeless Veterans’ Reintegration Program (HVRP) is the only federal grant to focus exclusively on competitive employment for veterans experiencing homelessness. The HVRP has strong partnerships between public, private, and nonprofit organizations, especially those that employ and partner with veterans who have experienced homelessness, to deliver services to veterans experiencing or at risk of homelessness assisting them in overcoming barriers to employment.

Award Procedure
The Office of the Assistant Secretary for Veterans' Employment and Training in conjunction with a Department of Labor Grant Officer are responsible for all funding decisions regarding this program.

Description
Eligible veteran participants of the program receive services such as career exploration, career technical training, job placement, and supportive services, with the goal of empowering them to secure employment in high-demand occupations, paying wages consistent with the relevant market.

Use of Funds
Allowed Uses
Projects supported with these funds shall provide for employment and training services and support services directly or through linkages with other service providers to deliver services to veterans experiencing or at risk of homelessness assisting them in overcoming barriers to employment.
Restrictions
Construction costs are not allowed. Minor alterations to adjust an existing space for grant activities (such as a classroom alteration that does not involve construction costs) may be allowable. DOL/VETS does not consider this as construction
