Program Objective

To assist States, Indian tribal governments, tribal courts, State and local courts, and units of local government to develop and strengthen effective law enforcement and prosecution strategies to combat violent crimes against women, and develop and strengthen victim services in cases involving crimes against women. The Program encourages the development and implementation of effective, victim-centered law enforcement, prosecution, and court strategies to address violent crimes against women and the development and enhancement of victim services in cases involving violent crimes against women.

How to Apply

Application Procedure

Applicants must apply through the on-line Grants.gov portal and the Department of Justice's JustGrants System.

Award Procedure

Upon approval by the Office on Violence Against Women, online notification is sent to the applicant agency. The Authorized Representative must accept the award online.

Decision Timeline

  • Approval: From 120 to 180 days

Use of Funds

Allowed Uses

The program has 24 enumerated purpose areas, generally addressing criminal justice response to domestic violence, dating violence, sexual assault, and stalking, and services for victims. States must allocate 25% of funds for law enforcement, 25% for prosecution, 5% to courts, and 30% for victim services (of which 10% must be to culturally specific organizations).

Required Documentation

Grantees under this program are subject to 5 certification requirements covering fees and costs for criminal prosecutions and protection orders, sexual assault medical forensic exam payment, notification of domestic violence offenders regarding federal and applicable state firearms prohibitions, polygraphing of sexual assault victims, and victim-centered prosecution.

Matching Requirements

Each eligible entity receives a base amount of $600,000. Remaining funds are divided in an amount that bears the same ratio to the amount of remaining funds as the population of the State bears to the population of all of the States that results from a distribution among the States on the basis of each State's population in relation to the population of all States (not including populations of Indian tribes). The Federal share of these grants may not exceed 75 percent of the total costs of the projects described in the applications. Projects to victim service providers for victim services or for tribes do not count towards the total costs of the projects for purposes of calculating match. States may satisfy this 25 percent match through in-kind services. All funds designated as match are restricted to the same uses as the Office on Violence Against Women funds and must be expended within the grant period. States and subgrantees may apply for a waiver of the match requirement based on an adequate demonstration of financial need. Match may not be required in subgrants to victim service providers or tribes.
