Program Objective
Dry-Redwater Rural Water Authority (DRWA) is working to identify a feasible rural water project within the bounds of the Dry-Redwater Service Area that provides clean, safe drinking water. DRWA is the point of contact for the technical components of the project, including design, hydraulic modeling, and cost estimating.

Dry-Redwater Rural Water Authority. In accordance with P.L. 116-260, Section 1110(e)(3) Cooperative Agreement, If the Secretary determines that the study under paragraph (2) does not comply with the reclamation feasibility standards, the Secretary may enter into a cooperative agreement with the Dry-Redwater Regional Water Authority to complete the additional work to ensure that the study complies with the reclamation feasibility standards.

Award Procedure
The awarded projects are fully funded at the time of award.
None. Final award decisions are not subject to appeal; however, the Bureau of Reclamation will provide all applicants with information on why their proposals were not selected for award.

Description
Provides funding to Dry-Redwater Rural Water Authority (DRWA) to assist Reclamation with the Dry-Redwater Rural Water Project Feasibility Study. This project will provide clean, safe drinking water to four counties in eastern Montana, which includes McCone, Garfield, Richland, and Dawson County. The proposed project identified in the feasibility study would ultimately serve over 4,800 connections Garfield and McCone Counties in the State; (ii) the area west of the Yellowstone River in Dawson and Richland Counties in the State; (iii) T. 15 N. (including the area north of the Township) in Prairie County in the State; and (iv) the portion of McKenzie County, North Dakota,
that includes all land that is located west of the Yellowstone River in the State of North Dakota.

Assistance may be used for all work related to the Dry-Redwater Rural Water Project Feasibility Study.
Required Documentation
(1) A detailed written technical proposal including background data regarding the applicant, such as location, a detailed scope of work separating the work into major tasks, detail the stages of the proposed project, include an estimated project schedule showing the stages and the duration of the proposed work, including major milestones and dates, and substantiate the method(s) selected, the principles or techniques which are proposed to solve the problem, and the degree of success expected, and describing data responsive to the evaluation criteria listed in the Announcement. (2) A detailed project cost proposal, including a budget with the annual estimated project costs, including salaries and wages, fringe benefits, travel, equipment, supplies, contracts, and indirect costs, an estimate of annual operation & maintenance costs, and the value of in-kind contributions of goods and services.
