FY2024 Under the Agreement with the City of Gallup for work on the Gallup Regional System, construction remains in progress on R27.7B. Construction is expected to start on the R27.12-Cipriano waterline extension in Fall 2024. Various stages of design, engineering, right-of-way, environmental and cultural compliance work are continuing for; R27.12, SCADA/Fiber, and McKinney Pumping Plant#8.

Under the Agreement with the Navajo Nation for work on the Cutter Lateral, there was no construction work in progress, but rather design work continued for the Reach 24.1-Lybrook Connection. This Agreement and its work expired 12/31/2023 and is in the process of being closed-out.

Under the Agreement with the Navajo Nation for work on the Crownpoint and Window Rock Laterals, there was no construction work in progress. Contract award for Reach 10.1 construction remains delayed in FY2024. Various stages of design, engineering, right-of-way, environmental and cultural compliance work are continuing for; R10.2, 10.3, and 12.3. The scope of work for R24.1-Lybrook Connection is expected to be transferred and added to this Agreement.
FY2025 Under the Agreement with the City of Gallup for work on the Gallup Regional System, the Invitation-for-Bid (IFB) is currently in progress for Reach 27.12-Cipirano Waterline Extension. Construction work on this reach is expected to start in Fall 2025. Various stages of design, engineering, right-of-way, environmental and cultural compliance work are continuing for; Reach 27.12, SCADA/Fiber, and McKinney Pumping Plant#8.

Under the Agreement with the Navajo Nation for work on the Crownpoint and Window Rock Laterals, Reach 10.1.1 construction work began in February 2025. Contract award for Reach 10.2.1 is expected by end of year 2025. Various stages of design, engineering, right-of-way, environmental and cultural compliance work are continuing for Reaches; 10.1, 10.2, 10.3, and 12.3. The scope of work for Reach 24.1-Lybrook Connection has been recently added to this Agreement.

Award Procedure

Reclamation has awarded, on a non-competitive basis, four (4) agreements: one (1) with the City of Gallup and three (3) with the Navajo Nation.

Description

Financial Assistance Agreements to both the City of Gallup and Navajo Nation to design and construct portions of the Navajo-Gallup Water Supply Project (NGWSP).

Use of Funds

Allowed Uses

The Project is the cornerstone of San Juan River Basin in New Mexico Navajo Nation Water Rights Settlement Agreement. In general, financial assistance may be provided to profit or non-profit entities to design and construct portions of the Project. Specifically, financial assistance may be provided to the Navajo Nation (Nation) and City of Gallup, New Mexico (City) to design and construct portions of the Project to provide water deliveries to Navajo and City water distribution systems. Financial assistance may be specifically directed to the Nation and City because they are uniquely qualified to perform the design and construction work; will own and operate Project facilities; and, legislative authority exists to provide this financial assistance to the Nation and City.
