Improve the long-term efficiency of operations in the Lower Colorado River Basin: Long-term planning for operations and maintenance of Yuma East Wetlands (Infrastructure Investment and Jobs Act).
Endangered Species Act consultation commitments: Monitoring endangered fish populations, and synthesizing fisheries research to update the environmental baseline in the Lower Colorado River (Infrastructure Investment and Jobs Act) to assess impacts of river operations.

Program Objective
The MSCP’s purposes are: (1) Protect the lower Colorado River environment while ensuring the certainty of existing river water and power operations, (2) Address the needs of threatened and endangered wildlife under the Endangered Species Act, and (3) Reduce the likelihood of listing additional species along the lower Colorado River.

Application Procedure
Funding opportunity announcements for this program, along with registration procedures, application packages and instructions, SF-424 forms and any other forms to be used to submit application information, points of contact, and procedures for submitting applications will be available on www.grants.gov.
Award Procedure
All applications will be initially screened for eligibility and compliance with the requirements stated in the program funding announcement. Applications passing this screening process will be forwarded for review by the proposal evaluation criteria, and any additional review factors, as stated in the funding announcement. Final selection will be determined by the Commissioner, Bureau of Reclamation, or regional officials, as applicable to the project.

Allowed Uses
The planning area for the LCR MSCP is defined as areas up to and including the full-pool elevations of Lakes Mead, Mohave, and Havasu and the historical floodplain of the Colorado River from Lake Mead downstream to the Southerly International Boundary with Mexico. The planning area provides habitat for Covered Species listed as endangered or threatened under the ESA; additionally there are region specific species that are inclusive of this program.
