Program Objective
The Bureau of Land Management provides financial assistance to help protect, preserve, study, and share cultural and paleontological resources on BLM-managed public lands. These resources include archaeological and historic sites, fossils, museum collections, and places important to Tribes and other communities. The program supports partnerships that:
· protect cultural and paleontological resources for future generations;
· improve public and professional understanding of the nation’s cultural and natural history;
· document, study, stabilize, and interpret important sites and resources;
· provide educational, recreational, and economic opportunities for local communities;
· support Tribal access to places and natural resources important to traditional cultural practices; and
· care for museum collections and records and make them available for appropriate research, education, and public use.
Through these partnerships, BLM seeks to strengthen public stewardship, support meaningful Tribal involvement, and ensure that these fragile and nonrenewable resources are managed responsibly.

How to Apply
Award Procedure
All applications will be initially screened for eligibility and compliance with the requirements stated in the program Notice of Funding Opportunity Announcement. Applications passing this screening process will be forwarded for review by the proposal evaluation criteria, and any additional review factors, as stated in the funding announcement. Final award selection review by BLM Leadership.
Award time varies depending on the type and complexity of the project. Further information will be available for each project at the time the Notice of Funding Opportunity is posted on www.grants.gov and may be obtained by contacting the point of contact listed in the funding opportunity announcement. Most awards are anticipated within 120 days after the announcement closes.

Description
Funding supports cooperative projects with federally recognized Tribes, Tribal organizations, state and local governments, colleges and universities, nonprofit organizations, and other eligible partners. Projects may include cultural and paleontological surveys, research and documentation, archaeological field schools, site stabilization, museum collections care, public education, interpretation, and efforts to improve access to and understanding of important heritage resources.

This listing is unique because it focuses on cultural and paleontological resources located on millions of acres of BLM-managed lands. These fragile and nonrenewable resources represent thousands of years of human history and millions of years of natural history. Through partnerships, the program helps protect these resources for future generations while allowing them to be studied, interpreted, and appropriately shared with the public.

Use of Funds
Allowed Uses
All projects are restricted to lands and resources administered by BLM. Most of these lands are located in the Western United States and Alaska. Assistance can be used for cooperation in managing cultural or paleontological resources, e.g., survey for sites and localities, stabilization of historic structures, and public contact/education/interpretation or for improving information about cultural resources, consistent with needs identified in BLM planning documents.
Required Documentation
For grants awarded, cost will be determined in accordance with OMB Circular No. A-87 for State and Local Governments; OMB Circular No. A-21 for educational institutions; OMB Circular No. A-122 for nonprofit organizations; and Federal Acquisition Regulation Subpart 31.2 for private foundations, firms, individuals, and other nonprofits excluded from coverage under OMB Circular No. A-122.
Matching Requirements
The program has no statutory formula matching requirements except when use is for the Challenge Cost Share program which has a 1:1 matching requirement. However, matching funds or in-kind services by the applicants are encouraged and those projects are more likely to be funded.
