FY2025 Accomplishments include a project that recruits young adults interested in arts career pathways. These participants complete a pre-apprenticeship program in arts carving, followed by a mentor-apprentice program where they carve a totem pole under the guidance of a master carver. This project not only provides hands-on training but also academic credits towards a degree with an emphasis on arts. Another initiative focuses on revitalizing endangered cultural practices related to mountain goats, enhancing cultural practices, increasing community engagement, and passing down traditional skills to future generations. Additionally, the program supports the development and training of arts, offering instructional opportunities, collaborative academic offerings, and overall enrichment of arts for students and the general public. These projects align with core cultural values such as strengthening the minds and spirits of youth, honoring ancestral knowledge, respecting the land, and promoting cross-cultural understanding.

Program Objective

The Native Hawaiian and Alaka Native culture and arts development program promotes the scholarly study of, and instruction in, Native Hawaiian or Alaska Native arts and culture; establishes programs which culminate in the awarding of degrees in the various fields of Native Hawaiin or Alaska Native art and culture; and establishes centers and programs with respect to Native Hawaiian or Alaska Native art and culture.

Eligibility

Eligible Applicants

  • Private nonprofits

Any private, nonprofit organization or institution which primarily serves and represents Native Hawaiians or Alaska Natives, and has been recognized by the Governor of the State of Hawaii or the Governor of the State of Alaska, as appropriate, for the purpose of making such organization or institution eligible to receive such grants.

Award Procedure

Proposals received in response announcements on grants.gov are reviewed on the basis of a competitive, merit-based review process, and are rated in accordance with the evaluation criteria stated in the announcement. Awards may be made to the highest rated proposals based on the amount of funding available each year.

Varies depending on the type and complexity of the project. Further information will be available for each specific project at the time the funding opportunity announcement is posted on www.grants.gov and may be obtained by contacting the Program Manager listed as the point of contact. Generally 30 – 120 days.

Use of Funds

Allowed Uses

Any organization or institution which is the recipient of a grant shall establish a governing board to manage and control the program with respect to which such grant is made.

(2) For any grants made with respect to Native Hawaiian art and culture, the members of the governing board which is required to be established under paragraph (1) shall-

(A) be Native Hawaiians or individuals widely recognized in the field of Native Hawaiian art and culture,

(B) include a representative of the Office of Hawaiian Affairs of the State of Hawaii,

(C) include the president of the University of Hawaii,

(D) include the president of the Bishop Museum, and

(E) serve for a fixed term of office.

(3) For any grants made with respect to Alaska Native art and culture, the members of the governing board which is required to be established under paragraph (1) shall-

(A) include Alaska Natives and individuals widely recognized in the field of Alaska Native art and culture,

(B) represent the Eskimo, Indian and Aleut cultures of Alaska, and

(C) serve for a fixed term.
