State Formula Grant Program: The Department projects that it will award up to $660 million in available funding to eligible states to identify, characterize, rank, plug, remediate, and reclaim orphaned wells located on state or private land and for other purposes as outlined in 42 U.S.C. § 15907 and published program guidance.
State Performance Grant Program: The Department issued guidance to make matching grants available to states that increased state budgets to plug, remediate, and reclaim orphaned oil and gas wells and anticipates issuing grants to states as they apply.
Program Objective
To unleash American energy and enhance public safety through grants to State and Tribal governments to plug orphaned oil and gas wells and to remediate and reclaim orphaned well sites on State, Tribal, and private lands, authorized by the Infrastructure Investment and Jobs Act and codified as 42 U.S.C. § 15907.

Description
42 U.S.C. § 15907 directs the Secretary of the Interior to establish programs to inventory and properly plug, remediate, and reclaim orphaned wells on State, Tribal and private lands. Tribal Grants/Assistance includes three categories of project funding: Program Development Grants, Implementation Grants, and In Lieu of Grant fund.
State Grants includes three categories of project funding: Initial Grants, Formula Grants, and Performance Grants.

Use of Funds
Allowed Uses
Tribal grant funds may be used for purposes stated in 42 U.S.C. § 15907(d)(2).
State grant funds must be used for the purposes stated in 42 U.S.C. § 15907(c)(2).
