Program Objective

Choice Neighborhoods Planning Grants support the development of comprehensive neighborhood Transformation Plans which are centered on the revitalization of a severely distressed public housing or HUD-assisted housing project. The Transformation Plan should integrate effective strategies for redevelopment of the targeted public and/or assisted housing project; the provision of supportive services for housing residents which address employment, health and educational opportunities; and initiatives which improve the range of neighborhood assets and promote economic development. The Transformation Plan should be created as part of a collaborative planning process that involves neighborhood stakeholders, local governmental entities and residents, and builds the necessary support to successfully implement the plan.

For Choice Neighborhoods Planning Grants, the ultimate beneficiaries are the residents of the target neighborhood, including those of the severely distressed public and/or assisted housing development. Cities or other municipalities also benefit from the creation of neighborhood plans that will help revitalize low-income and under-served communities.

Award Procedure

HUD will issue a Notice of Funding Opportunities (NOFO), as provided by annual appropriations, via the Grants.gov website. HUD headquarters will coordinate reviews of each eligible application for threshold compliance, rating points will be assigned to each application that passes all thresholds, and the highest rated applications will be notified that they have been selected to participate in the Choice Neighborhoods Planning Grant program.

  • Approval: From 90 to 120 days

Allowed Uses

Choice Neighborhoods Planning Grants will fund the creation of a Transformation Plan that is intended to guide the future revitalization of a targeted low-income neighborhood which is impacted by the presence of a distressed HUD public housing and/or HUD-assisted housing project. The plan will outline the steps necessary to redevelop the target housing, create positive outcomes for families living in the housing, and revitalize the surrounding neighborhood. Refer to NOFA for further information.

Matching Requirements

HUD is required by section 24(c)(1)(A) of the 1937 Act (42 U.S.C. 1437v(c)(1)(A)) to include the requirement for matching funds for all HOPE VI-related grants, which includes Choice Neighborhoods.

Matching requirements are mandatory.
