Program Objective
The annually appropriated funds to the Department supports congressionally directed spending projects that address locally identified community development, housing, and infrastructure needs. Community Project Funding (CPF) projects are intended to reflect community priorities identified by Members of Congress and to complement HUD’s broader mission of creating strong, sustainable, inclusive communities and quality affordable homes.

Projects selected for Community Project Funding and congressionally-directed spending are identified by congressional members, included in HUD annual appropriation and listed in the Joint Explanatory Statement (JES) and/or Congressional Record that accompanies a specific fiscal year’s appropriations act. The JES lists projects by entity, project name, award amount and congressional sponsor. Only entities named in the JES for a specific fiscal year are eligible to receive these grant funds.
All recipients of HUD’s Community Project Funding (CPF) grants must maintain up-to-date registration and credentials in SAM.gov and comply with all applicable federal requirements for grantee eligibility and documentation.

Description
The Community Project Funding (CPF) program provides federal financial assistance to eligible recipients for specific projects identified by Congress and administered by the U.S. Department of Housing and Urban Development (HUD). Assistance is provided on a project-specific basis to carry out eligible activities consistent with HUD’s statutory authorities, including but not limited to housing development, public facilities, community infrastructure, and economic development initiatives. Funds are awarded through grant agreements and are subject to applicable federal requirements, including financial management, reporting, and programmatic compliance provisions.

Allowed Uses
Eligible activities and restrictions are set forth in the authorizing language enacted by Congress for each grant . Use of funds are also governed by cross cutting Federal requirements. CPF grants provide investment in a wide variety of projects such as housing, homelessness prevention, workforce training, public facilities, parks, resilience planning and other critical infrastructure and services.
Required Documentation
All recipients of HUD’s Community Project Funding (CPF) grants must maintain up-to-date registration and credentials in SAM.gov and comply with all applicable federal requirements for grantee eligibility and documentation. Grantees are required to provide a valid DUNS/Unique Entity Identifier (UEI), maintain an active SAM.gov registration, and ensure accurate entity profile information, including banking, tax, and contact details. In addition, grantees must submit a completed Indirect Cost Rate (IDR) schedule, if applicable, and any other program-specific certifications or assurances identified in the grant agreement and accompanying addenda. Grantees are responsible for timely updates to SAM.gov records and for providing all required documentation to HUD prior to the execution of the grant agreement or as requested throughout the grant period.
