Program Objective

To provide community development assistance to the Pacific Islands of American Samoa, Guam, the Northern Mariana Islands, and the Virgin Islands in the Caribbean, by providing decent housing, a suitable living environment, and expanding economic opportunities, principally for persons of low- and moderate-income. Each activity funded must meet one of the program's National Objectives by: Benefiting low- and moderate-income families; aiding in the prevention or elimination of slums or blight; or meeting other community development needs having a particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community where other financial resources are not available.

The principal beneficiaries of CDBG funds are low and moderate income persons. Low and moderate income is generally defined as 80 percent of the median income for the territory, as adjusted by family size. HUD does not provide CDBG assistance directly to individuals, businesses, nonprofit organizations, or other non-governmental entities. Assistance is provided through local governments. Award Procedure

The Honolulu Field Office and the HUD San Juan Field Office are responsible for reviewing each consolidated plan or abbreviated consolidated plan and approving them if the submissions are in accordance with 24 CFR 91 and the certifications are acceptable to HUD.

Description

The overall CDBG program objective is to develop viable urban communities by providing decent housing, a suitable living environment, and expanding economic opportunities, principally for persons of low and moderate income. Funds made available under an emergency appropriation on March 27, 2020, known as CDBG-CV, are to be used similarly, but specifically to prevent, prepare for, and respond to coronavirus.

Use of Funds

Allowed Uses

Activities must be eligible under 24 CFR 570 Subpart C. For CDBG-CV, funds must be spent "to prevent, prepare for, and respond to coronavirus" in accordance with the CARES Act.

Restrictions

Activities must meet the public benefit standards; the overall benefit to low- and moderate-income (LMI) persons; the maximum allowable costs for administration, technical assistance, and overall planning, management and administration; and the maximum allowable costs for public service activities, pursuant to the Housing and Community Development Act.

Grantees must certify that they will comply with program requirements specified in 24 CFR Part 91 Consolidated Submissions for Community Planning and Development Programs.
