Program Objective
The Community Development Block Grant - Preservation and Reinvestment Initiative for Community Enhancement (CDBG-PRICE) competition provides competitive grant funds to help preserve and revitalize manufactured housing and eligible manufactured housing communities and assist in the redevelopment of manufactured housing communities as replacement housing that is affordable.

Eligible applicants include States, units of general local government, CDFIs, Indian Tribes (as such term is defined in section 4 of the Native American Housing Assistance and Self-Determination Act of 1996 ((NAHASDA) (25 U.S.C. 4103)), resident-owned Manufactured Housing Communities, Cooperatives, Nonprofit Entities (including consortia of non-profit entities), or other entities approved by the Secretary, including entities that partner with one or several residents of such eligible communities or that propose to implement a grant program that would assist residents of such eligible communities.
How to Apply
Award Procedure
Awardees are notified after the final selection process has been completed and approved by HUD management officials. Awardees are provided with a list of documentation needed to enter their organization into HUD accounting systems and their HUD contract will include all regulatory requirements. If the Awardee accepts the responsibility of receiving the FFA, they will sign the contract and return it with all required documentation
After HUD has made selections, HUD will finalize specific terms of the award and budget in consultation with the selected applicant. If HUD and the selected applicant do not finalize the terms and conditions of the award in a timely manner, or the selected applicant fails to provide requested information, an award will not be made to that applicant.

The purpose of this listing is to award competitive grants to States, units of general local government, Indian Tribes (as such term is defined in section
4 of the Native American Housing Assistance and Self-Determination Act of 1996 (NAHASDA)
(25 U.S.C. 4103)), resident-owned manufactured housing communities, cooperatives, nonprofit entities including consortia of nonprofit entities, community development financial institutions (CDFIs), and other entities that are approved by the Secretary for eligible activities that preserve and/or revitalize manufactured housing communities or assist in the redevelopment of these communities as replacement housing that is affordable.

Allowed Uses
CDBG-PRICE activities must meet eligibility requirements under section 105(a) of the Housing and Community Development Act of 1974. Additionally, CDBG-PRICE activities must have a connection to preserving and revitalizing manufactured housing and eligible manufactured housing communities (including pre-1976 mobile homes), and CDBG-PRICE pilot set-aside awards must assist in the redevelopment of manufactured housing communities (including pre-1976 mobile homes) as affordable replacement housing.
Restrictions
Each PRICE activity, other than general administration and planning, must meet a CDBG national objective pursuant to Section 101(c) of the Housing and Community Development Act of 1974. This means each activity must either benefit LMI persons, aid in the prevention or elimination of slums or blight OR meet an urgent need.
To be eligible, costs must be necessary and reasonable for the proper accomplishment of the work; be allocable in accordance with the cost principles; conform to the limitations set forth in the grant agreement, be consistent with recipient and subrecipient policies and procedures; and be adequately documented.

Matching Requirements
CDBG-PRICE pilot set-aside grantees are required to supplement their award grants with non-Federal amounts exceeding 50% of the grant.
Other CDBG-PRICE awards do not require cost sharing, matching funds, or leveraging. However, HUD encourages applicants to leverage other Federal and non-Federal sources.
