Program Objective

The Secretary of Defense, in coordination with the Secretary of State, is authorized to carry out a cooperative program with the Ministry of Defense of Vietnam to assist in accounting for Vietnamese personnel missing in action.

The purpose of the cooperative program is to carry out the following activities:
(1) Collection, digitization, and sharing of archival information.
(2) Building the capacity of Vietnam to conduct archival
research, investigations, and excavations.
(3) Improving DNA analysis capacity.
(4) Increasing veteran-to-veteran exchanges.
(5) Other support activities the Secretary of Defense considers necessary and appropriate.

Beneficiaries of an assistance award can be any private entity. This initiative will support USG efforts to assist Vietnam account for Vietnamese Missing in Action (VMIAs) by drawing public and key stakeholder attention to the importance of this work and by providing platforms for bilateral dialogue.

The Department of Defense is seeking to leverage the knowledge and capabilities of institutions of higher learning to carry out a cooperative program with the Ministry of Defense of Vietnam and assist in accounting for Vietnamese personnel missing in action,” including in part by collecting, digitizing, and sharing of archival information. The cooperative agreement supports the pubic as it spans political, economic, security, and people-to-people ties.
