Program Objective
To support the conduct of measurement science, standards development research, and collaborative efforts within the mission of NIST’s Engineering Laboratory’s (EL’s) High Performance Buildings Program.

Eligibility for all programs are listed in the NOFO. Typically the competitions are open to all non-Federal entities. Eligible applicants include institutions of higher education,
non-profit organizations, for-profit organizations, state and local governments, Indian tribes, hospitals, foreign public entities, and foreign governments. Program seeks to collaborate with a wide range of organizations and encourages institutions of higher education and community colleges to apply. Please note that individuals and unincorporated sole proprietors are not considered “non-Federal entities” and are not typically eligible to apply.

Description
The EL High Performance Building Systems grant program supports research and collaborative activities that advance measurement science and standards in areas related to enabling high-performance building systems. This includes measurement science associated with the building envelope; HVAC equipment, energy generation and delivery systems; building controls/building automation systems; data center, rack-level, and chip-level cooling; next generation refrigerant working fluids; building water systems; strategies to improve indoor air quality; benefit-cost analysis, life-cycle costing, multi-criteria decision analysis, life-cycle system science, decision science, and econometrics to evaluate new technologies.
