Program Objective
1) Cost Recovery Program: Section 304(d)(2) of the Magnuson-Stevens Fishery Conservation and Management Act authorizes and requires NOAA Fisheries to recover the actual costs directly related to the management, data collection, and enforcement of any Limited Access Privilege (LAP) program and the Western Alaska Community Development Quota (CDQ) Program.
2) Crab Rationalization Program: Allocates crab resources among harvesters, processors, and coastal communities for nine Bering Sea and Aleutian Island crab fisheries.
3) Shellfish Assessment Program: Provides funding for a wide range of research and surveys on various fish, crab and shellfish species to assess the distribution and abundance of various commercially important crab and groundfish resources.

Award Procedure
Applications reviewed by the National Marine Fisheries Service Regional Program Office and processed by the NOAA Grants Management Division (OA32).
A date range will change depending on the review process. Usually within 180 calendar days from the receipt of a complete and acceptable application but may exceed that timeline.

Applicants are required to satisfy all DOC/NOAA standards and regulations, including routine and special terms and conditions for financial assistance programs application and conduct. Applicants may be required to show proof that they are mandated by their own State to monitor fishery resources and to manage or participate in the management of these resources.
