Program Objective

The overall goal of the award is to advance the Nation’s position as a global leader in the semiconductor industry and other critical and emerging technologies.

To achieve this goal, the award recipient shall establish and manage a CHIPS R&D Science and Technology Fellowship Program that cultivates the next generation of scientific and technical leaders who will contribute to U.S. competitiveness and economic resilience.

The program will consist of two cohorts – one for Federal fiscal year (FY) 2026 and one for FY27. Each cohort may include up to five (5) highly qualified science and engineering fellows. Each fellowship shall have a duration of 12-months, with the possibility of extension for up to two additional years, provided the extension remains within the overall award project period.

Intended outcomes for fellows funded in this program are:
Gaining hands-on federal government experience in high impact assignments within CRDO;
Developing an understanding of science and technology policy processes and career pathways in academia, nonprofit, government, and the private sector;
Attending workshops and targeted training to strengthen leadership and science and technology policy analysis skills and
Exiting the program prepared to make sustained contributions to the Nation’s science and technology ecosystem, including potential leadership roles in federal government.

Award Procedure

NIST reviewers will review the application submitted pursuant to this Non-Competitive NOFO and provide advice to the Selecting Official as to the (i) technical soundness and (ii) merits of the application in accordance with the requirements of Chapter 8 of the DOC Federal Financial Assistance Manual. The Notice of Award (NoA), signed by a NIST Grants Officer, is the official award notice. This notification will be issued electronically to the Authorized Representative of the applicant organization.

Description

The CHIPS R&D Office (CRDO) is seeking applications from eligible applicants for activities to establish and manage a CHIPS R&D Science and Technology Fellowship Program. This fellowship program is intended to fund fellowships for highly qualified scientists and engineers from a broad range of disciplines, including but not limited to advanced microelectronics, artificial intelligence (AI), quantum technology, biotechnology, and biomanufacturing research and development, commercialization of innovation, and/or standards development. The fellowship program will train and develop scientists and engineers who will help to accelerate the development of a robust domestic semiconductor supply chain, foster collaboration between the semiconductor industry, academia, and government, and drive the creation of jobs in communities across the country. Fellows will gain hands-on experience applying scientific and policy expertise to work within the federal government, diversifying the potential career paths of the fellows and ensuring science and technology expertise is integrated in policy and decision making, advancing and accelerating U.S. competitiveness in critical and emerging technologies.

Proposed funding levels must be consistent with the project scope, only allowable costs should be included in the budget, and all funds should be in whole dollars (no cents).
