FY2025 In FY 2025, the Extension Capacity Fund (1890) strengthened the outreach and engagement mission of all 19 1890 Land-grant Universities by supporting a wide range of community driven, research-informed Extension programs that address critical needs in underserved rural and urban communities. Funding enabled institutions to expand access to nutrition and chronic disease prevention education, youth development and 4-H leadership programs, small farm and agriculture assistance, workforce and entrepreneurship training, digital literacy initiatives, and community resilience efforts. Through these investments, 1890 institutions broadened their reach, built new partnerships, enhanced the professional capacity of Extension educators, and leveraged Federal dollars to secure additional state, local, and private resources. Supplemental and strategic investments further modernized Extension technology, supported new curricula and pilot projects, and strengthened cross institutional collaboration, ensuring that 1890 universities remain essential contributors to economic opportunity, and community well-being across the Nation.

Program Objective

This grant program functions to assist various audiences, particularly those who have limited social and economic resources. Funding supports practical, research-based educational opportunities that respond to the changing needs of these clients, who are often families owning small to medium-size farms. The workshops and programs enhance the marketing skills of these farmers so they can place their products in local, national, and global markets. It also supports training for small farmers and landowners to acquire adequate capital, adopt new technologies, and use estate planning and tax incentive programs to retain operations and increase profitability.

Applications may only be submitted by 1890 Land-Grant Universities that conduct agricultural extension activities in accordance with NARETPA section 1444(a)(1): Alabama A&M University; Tuskegee University; University of Arkansas - Pine Bluff; Delaware State University; Florida A&M University; Fort Valley State University; Kentucky State University; Southern University; University of Maryland – Eastern Shore; Alcorn State University; Lincoln University; North Carolina A & T State University; Central State University, Langston University; South Carolina State University; Tennessee State University; Prairie View A&M University; Virginia State University; and West Virginia State University.

Award Procedure

NIFA will review submitted documents to determine if all program, financial, and administrative
requirements are met and are current. Missing or incomplete information within an application
may require additional submittals and deletion of application(s) already submitted. Within the limit of funds available for such purpose, the NIFA awarding official shall make grants to eligible applicants

The purpose of this funding is to support the expenses of conducting extension programs and activities at 1890 Land-Grant Institutions, including Tuskegee University, West Virginia State University, and Central State University.

Required Documentation

Applicants (unless excepted under 2 CFR § 25.110(b) or (c), or has an exception approved by the Federal awarding agency under 2 CFR § 25.110(d)) must (1): Have an active SAM registration prior to applying; (2) Provide a valid Unique Entity Identifier number in its application; and (3) Continue to maintain an active SAM registration with current information at all times during which it has an application under consideration or an active federal award. Applicants must furnish the information required in the Notice of Funding Opportunity (NOFO). Successful applicants recommended for funding must furnish the information and assurances requested during the award documentation process.

Formula

Section 1449 of NARETPA (7 U.S.C. 3222d) states, “the State shall provide equal matching funds
from non-federal sources.” Such matching funds shall be for an amount equal to, not less than
100 percent of the formula grant funds to be distributed to the eligible institution. The Secretary
may waive the matching funds requirement for up to 50 percent for any fiscal year for an eligible
institution if the Secretary determines the State will be unable to satisfy the 100 percent matching
requirement.
