FY2025 For the FY 2025 award cycle, $3,730,665 was available for grant awards. Due to exigent circumstances including interruptions outside of agency control and timing requirements imposed by Federal statute, AFRP had to forgo the standard annual competitive funding opportunity notice for fiscal year (FY) 2025. Due to the interruption in the program activities by the moratorium, it was not possible to issue an annual RFA, complete the programmatic review and recommendation activities, and obligate the authorized funding by September 30, 2025, as required by legislation for the AFRP for FY 2025. The AFRP FY 2024 RFA was published on January19, 2024 and the deadline for submission of applications was May 2, 2024. The FY 2024 RFA indicated an anticipated program funding of $3,703,893. The maximum individual award was $300,000 per year for a maximum of three years. Thirty-one applications were received. Of these total number of applications, three were incomplete and had major issues and could not be accepted, thus 28 applications were reviewed. The panel consisted of the panel manager and 13 reviewers, four of whom had previous panel experience with NIFA. The panelists were subject matter experts selected from universities across the country to represent the South, Northeast North Central, and West regions, and included two federal scientists and one industry scientist. During the panel review and ranking process, three applications were ranked as Outstanding, eight were ranked as High Priority, and 12 were ranked as Medium Priority, totaling 23 applications deemed meritorious. The three Outstanding proposals and the top ranked High Priority proposal were recommended and awarded. The total for these four awards was $3,729,458, the Payment to States amount available after the cost for conducting the panels review process was deducted from the total enacted amount of $4,000.000.
For FY 2025, program recommended funding for five applications, all ranked as High Priority in the FY 2024 ranking process. Given that the top four applications were awarded in FY 2024, the proposals recommended in FY 2025 were those that were ranked #s 5, 7, 8, 9, and 10. The #6 ranked proposal was not recommended because the project objectives do not align with the administration’s priorities. The total funding utilized was $3,730,665.
The proposals recommended for awards in FY 2025 from the FY 2024 call for applications were all highly meritorious and the difference between them and those that were awarded in FY 2024 is miniscule. They could have all have qualified if the funds were available. Funding these additional awards will further the program priorities to meet overall program objectives and outcomes because all the recommended applications meet the overarching goal of the program for integrated research and extension projects that will contribute enhancing alfalfa as an economic engine for rural communities and being profitable to farmers.

Program Objective

AFRP is an integrated research and extension program that supports technology transfer to improve overall agricultural productivity, profitability, and support of natural resources through conventional and organic alfalfa seed and forage production systems. AFRP encourages applicants to establish interdisciplinary and multi-location regional research and extension networks to address national priorities or regional science needs of the U.S. alfalfa industry. By bringing together expertise across multiple universities, federal agencies, and industry organizations and states, AFRP projects seek to enhance the effectiveness of limited state, federal, and industry resources and so produce greater long-lasting impacts.

(3) university research foundations;
(4) other research institutions and organizations;
(5) Federal agencies,
(6) national laboratories;
(7) private organizations or corporations;
(8) individuals who are U.S. citizens or permanent residents; and
(9) any group consisting of 2 or more entities identified in (1) through (8).

How to Apply

Award Procedure

Applications are subjected to a system of peer and merit review in accordance with section 103 of the Agricultural Research, Extension and Education Reform Act of 1998 (7 U.S.C. 7613) by a panel of qualified scientists and other appropriate persons who are specialists in the field covered by the proposal. Within the limit of funds available for such purpose, the NIFA Authorized Departmental Officer (ADO) shall make grants to those responsible, eligible applicants whose applications are judged most meritorious under the procedures set forth in the RFA. Reviewers will be selected based upon training and experience in relevant scientific, extension, or education fields, taking into account the following factors: (a) The level of relevant formal scientific, technical education, or extension experience of the individual, as well as the extent to which an individual is engaged in relevant research, education, or extension activities; (b) the need to include as reviewers experts from various areas of specialization within relevant scientific, education, or extension fields; (c) the need to include as reviewers other experts (e.g., producers, range or forest managers/operators, and consumers) who can assess relevance of the applications to targeted audiences and to program needs; (d) the need to include as reviewers experts from a variety of organizational types (e.g., colleges, universities, industry, state and Federal agencies, private profit and non-profit organizations) and geographic locations; (e) the need to maintain a balanced composition of reviewers with regard to minority and female representation and an equitable age distribution; and (f) the need to include reviewers who can judge the effective usefulness to producers and the general public of each application. Evaluation Criteria will be delineated in the Competitive Notice of Funding Opportunity (NOFO). 2 CFR 200 – Subpart C and Appendix I and 2 CFR part 400 apply to this Program.
