Program Objective
To support the development, translation, and dissemination of comprehensive, scientifically based information, implementation support, and programs related to the health well-being of Military families.

Applications may be submitted by State agricultural experiment stations, State cooperative
extension services, all colleges and universities, other research or educational institution or
organizations, Federal and private agencies and organizations, individuals and any other
recipient, either foreign or domestic, to further research, extension, or teaching programs in the
food and agriculture sciences of the Department of Agriculture.
Award recipients may subcontract to organizations not eligible to apply provided such
organizations are necessary for the conduct of the project. Failure to meet an eligibility criterion
by the time of application deadline may result in the application being excluded from
consideration or, even though an application may be reviewed, will preclude NIFA from making
an award.
How to Apply
Award Procedure
Applications are subjected to a system of peer and merit review in accordance with section 103 of the Agricultural Research, Extension and Education Reform Act of 1998 (7 U.S.C. 7613) by a panel of qualified scientists and other appropriate persons who are specialists in the field covered by the proposal. Within the limit of funds available for such purpose, the NIFA Authorized Departmental Officer (ADO) shall make grants to those responsible, eligible applicants whose applications are judged most meritorious under the procedures set forth in the RFA. Reviewers will be selected based upon training and experience in relevant scientific, extension, or education fields, taking into account the following factors: (a) The level of relevant formal scientific, technical education, or extension experience of the individual, as well as the extent to which an individual is engaged in relevant research, education, or extension activities; (b) the need to include as reviewers experts from various areas of specialization within relevant scientific, education, or extension fields; (c) the need to include as reviewers other experts (e.g., producers, range or forest managers/operators, and consumers) who can assess relevance of the applications to targeted audiences and to program needs; (d) the need to include as reviewers experts from a variety of organizational types (e.g., colleges, universities, industry, state and Federal agencies, private profit and non-profit organizations) and geographic locations; (e) the need to maintain a balanced composition of reviewers with regard to minority and female representation and an equitable age distribution; and (f) the need to include reviewers who can judge the effective usefulness to producers and the general public of each application. Evaluation Criteria will be delineated in the Notice of Funding Opportunity (NOFO).

Description
The overall objective of this project is to continue the work of the Clearinghouse for Military Family Readiness in promoting the health and well-being for military families in three main areas, which include: 1) continued development of a repository of programs that have been extensively vetted and assessed for evidence of their effectiveness; 2) implementation and technical support on program deployment and utilization with an emphasis on supporting programs and curricula previously developed by the Clearinghouse such as the
5210 Healthy Military Kids messaging campaign; and 3) further development of materials for the THRIVE Universal Parenting Program.

Allowed Uses
Grant funds must be used for allowable costs necessary to conduct approved integrated research, extension and education objectives to address food and agricultural sciences, in the broadest sense. NIFA has determined that grant funds awarded under this authority may not be used for the renovation or refurbishment of research, education, or extension space; the purchase or installation of fixed equipment in such space; or the planning, repair, rehabilitation, acquisition, or construction of buildings or facilities. DETAILED INFORMATION – 4-H Military Extension Educator Program Agriculture in the K-12 Classroom SPECIAL NOTES: (1) A synopsis of general restrictions is provided in the CFDA database. (2) Please refer to the Competitive, Non-Competitive and/or Requests for Applications (RFAs) for further specific and pertinent details. RFAs are generally released annually. Hence, the RFAs provide the most current and accurate information available. Any specific instructions in the RFAs supersede the general information provided in the CFDA database. (3) Although the information provided in the CFDA database is not exhaustive, NIFA attempts to also indicate “Exceptions” to the general restrictions. NIFA has determined that grant funds awarded under this authority may not be used for the renovation or refurbishment of research, education, or extension space; the purchase or installation of fixed equipment in such space; or the planning, repair, rehabilitation, acquisition, or construction of buildings or facilities. Funds may not be used for any purposes other than those approved in the grant award documents. Tuition remission is not allowable. For most of the Cooperative Extension Service (CES) programs, Indirect costs are not allowable. Pertinent details are provided for the few exceptions to the rule. OTHER - DETAILED INFORMATION – RESTRICTIONS ONLY SPECIAL NOTE: For most of the extension programs, Indirect Cost is NOT allowable and Matching is NOT required. Exceptions to the general rule are indicated, as deemed necessary and appropriate.Some funds are Fully Discretionary. Some funds are Mandatory.
Required Documentation
Applicants (unless excepted under 2 CFR § 25.110(b) or (c), or has an exception approved by the Federal awarding agency under 2 CFR § 25.110(d)) must (1): Have an active SAM registration prior to applying; (2) Provide a valid Unique Entity Identifier number in its application; and (3) Continue to maintain an active SAM registration with current information at all times during which it has an application under consideration or an active federal award. Applicants must furnish the information required in the Notice of Funding Opportunity (NOFO). Successful applicants recommended for funding must furnish the information and assurances requested during the award documentation process.
