FY2025 This joint agency initiative (NIFA and FNS) aims to strengthen WIC workforce through specific actions outlined in the WIC Workforce National Strategy. In FY25, the 5 WIC Workforce Implementation Projects align with the recommendations developed to shape investments in supporting the current and future WIC workforce, support specific needs outlined by USDA, and support the overall goals of the WIC modernization.

Program Objective

The Special Supplemental Nutrition Program for Women, Infants, and Children, hereafter referred to as WIC, is administered by the USDA’s Food and Nutrition Service (FNS) and serves to safeguard the health of eligible women who are pregnant, postpartum, and/or breastfeeding, infants, and children up to age 5 who are at nutritional risk by providing nutritious foods to supplement food purchases, information on healthy eating including breastfeeding promotion and support, and referrals to health care.

Eligible Applicants

Eligibility includes:
a) State Agricultural Experiment Station;
b) colleges and universities (including junior colleges offering associate degrees or higher, Historically Black Colleges and Universities (HBCUs) and Tribal Colleges, 1994 Land-Grant Institutions, Hispanic-serving agricultural colleges and universities (see NIFA's Hispanic Serving Agricultural Colleges and Universities page);
c) university research foundations;
d) other research institutions and organizations;
e) Federal agencies;
f) national laboratories;
g) private organizations or corporations;
h) individuals who are U.S. citizens, nationals, or permanent residents; and
i) any group consisting of two or more entities identified in a) through h).

Eligible institutions do not include foreign or international organizations.

Description

This project is part of a joint agency initiative between FNS and National Institute of Food and Agriculture (NIFA) that is expected to cultivate comprehensive and sustained solutions for WIC Workforce Development. The joint agency initiative aims to strengthen the WIC workforce, with the goals of increasing: 1) WIC participation through reaching those populations that are eligible, but not enrolled and 2) WIC participants’ likelihood of adopting nutrition education and breastfeeding support recommendations. WIC Workforce Implementation Projects will include approaches that will increase barriers to recruitment and retention of WIC Staff.

The Special Supplemental Nutrition Program for Women, Infants, and Children, hereafter referred to as WIC, is administered by the USDA’s Food and Nutrition Service (FNS) and serves to safeguard the health of eligible women who are pregnant, postpartum, and/or breastfeeding, infants, and children up to age 5 who are at nutritional risk by providing nutritious foods to supplement food purchases, information on healthy eating including breastfeeding promotion and support, and referrals to health care.

Required Documentation

Applicants (unless excepted under 2 CFR § 25.110(b) or (c), or has an exception approved by the Federal awarding agency under 2 CFR § 25.110(d)) must (1): Have an active SAM registration prior to applying; (2) Provide a valid Unique Entity Identifier number in its application; and (3) Continue to maintain an active SAM registration with current information at all times during which it has an application under consideration or an active federal award. Applicants must furnish the information required in the Notice of Funding Opportunity (NOFO). Successful applicants recommended for funding must furnish the information and assurances requested during the award documentation process.
