FY2025 A total of 103 grantees have attained a USDA Grant of Inspection and 32 grantees are operating under the Cooperative Interstate Shipment (CIS) program.

Program Objective

To assist eligible meat and poultry slaughter and processing facilities with costs incurred in making improvements and carrying out other planning activities necessary to obtain a Federal “Grant of Inspection” under the Federal Meat Inspection Act (FMIA) or the Poultry Products Inspection Act (PPIA); or to operate as a State-inspected facility that is compliant with FMIA or PPIA under the respective Cooperative Interstate Shipment (CIS) program. The MPIRG focused on: Improving meat and poultry slaughter and processing capacity and efficiency; Developing new and expanding existing markets; Increasing capacity and better meeting consumer and producer demand; Maintaining strong inspection and food safety standards; Obtaining a larger commercial presence; and Increasing access to slaughter/processing facilities for smaller farms and ranches, new and beginning farmers and ranchers, socially disadvantaged producers, veteran producers, and/or underserved communities

Consistent with 21 U.S.C. § 473, meat or poultry slaughter or processing facilities must be conducting business and processing eligible meat or poultry products at the location seeking a GOI or CIS at the time they submit the grant application to be eligible for the program.

Award Procedure

This was a competitive application program. Applicants were reviewed for eligibility, evaluated by outside expert panel reviewers against selection criteria published in the RFA (technical review) and finally subject to a full administrative review by federal staff prior to final award recommendations and selection.

Decision Timeline

  • Approval: From 30 to 60 days

Description

The purpose of the MPIRG program was to support the planning and make improvements to meat processing facilities needed for the facility to obtain a Federal Grant of Inspection under the Federal Meat Inspection Act (FMIA) or the Poultry Products Inspection Act (PPIA). In eligible states, funds could also be used to meet compliance standards to operate as a State-inspected facility under FMIA or PPIA through the Cooperative Interstate Shipment (CIS) program.

Funds may be used to modernize or expand an existing facility, modernize equipment, meet packaging and labeling compliance requirements under applicable law, meet safety requirements under applicable law, develop processes to ensure food safety, and other purposes that the Secretary of the U.S. Department of Agriculture determines to be appropriate for obtaining a Federal Grant of Inspection or becoming eligible for inspection under the CIS program.

Required Documentation

A grant agreement is entered between the AMS and the eligible entity that submits an application. OMB Guidance for Grants Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards at 2 CFR § 200 and 2 CFR § 400 applies to this program. 2 CFR § 200, Subpart E - Cost Principles applies to this program.

Matching Requirements

Matching requirement is waived for FY21 funding cycle. For following funding cycles, as a condition of receiving a subgrant under this section, an eligible entity shall provide matching non-Federal funds in an amount equal to the amount of the grant.
