Program description
The Office of Community Oriented Policing Services (COPS) is the component of the U.S. Department of Justice responsible for advancing the practice of community policing and the Administration’s priority of Making America Safe Again by supporting the nation’s state, local, territorial and Tribal law enforcement agencies through information and grant resources. The Office of Justice Programs (OJP) is committed to advancing work that furthers the U.S. Department of Justice’s (DOJ) mission to keep our country safe and secure and uphold the rule of law and protect the rights of American citizens. OJP provides federal leadership, funding, and other critical resources to directly support law enforcement, combat violent crime, protect American children, provide services to American crime victims, and address public safety challenges, including human trafficking and the opioid crisis.
The FY2027 COPS-OJP Constitutional Protections for Parents – A NASRO SRO TTA Invitational Program funding opportunity is intended to support the development and dissemination of a series of training and technical assistance resources directly to our nation’s school resource officers, school administrators, teachers, and other school personnel to increase their understanding and appropriate implementation of the constitutional rights of parents, their role in the education system, and related practices to keep children safe. By strengthening knowledge across the school safety community, this training will help prevent violations, promote lawful decision-making, and ensure that constitutional protections and parental rights are meaningfully respected and upheld.

💡 Tips for applicants
- Focus your proposal on reaching diverse school systems across all regions and serving multiple audiences (SROs, administrators, teachers, support staff).
- Emphasize evidence-based approaches to constitutional law training and proven models for effective technical assistance delivery.
- Include a clear dissemination and implementation strategy showing how resources will reach schools in rural, urban, and tribal communities.
- Build in evaluation mechanisms to demonstrate how training improves understanding and reduces constitutional violations in schools.
- Highlight partnerships with school districts, law enforcement, and legal experts to strengthen the credibility and scope of your resources.
⚠️ Common mistakes
Proposals fail when they don't address all target audiences (SROs, administrators, teachers, support staff) or overlook constitutional complexities specific to parental rights. Weak applications lack clear dissemination plans showing how resources reach schools nationwide effectively. Insufficient evaluation measures don't demonstrate impact on recipient knowledge or actual policy changes in schools.
