Can you apply?

This grant is for California-licensed opioid treatment programs (NTPs) seeking to expand medication-assisted treatment access through mobile units or mobile programs.

Applicants must be DHCS-licensed NTPs in California. The program prioritizes NTPs expanding into rural communities, correctional facilities, residential substance use disorder facilities without MAT services, and Indigenous/Native communities. All NTPs are encouraged to apply.

Two funding tracks are available: Track One supports new medication units up to $400,000 each, and Track Two supports mobile narcotic treatment programs up to $1,000,000 each. Applicants must commit to offering both buprenorphine and methadone.

Funding covers startup costs only: vehicle/equipment purchase, facility lease and renovation, DEA/state compliance costs, staffing (up to 5%), and marketing (up to 5%). Ongoing operational expenses are not eligible.

Program description

The Program was created on November 7, 2006 with the Safe Drinking Water, Water Quality and Supply, Flood Control, River and Coastal Protection Bond Act of 2006 (Proposition 84). That Act charged the Board to develop a grant program and “…promote the ecological integrity and economic stability of California’s diverse native forests for all their public benefits through forest conservation, preservation, and restoration of productive managed forest lands, forest reserve areas, redwood forests and other forest types, including the conservation of water resources and natural habitat for native fish and wildlife and plants found on these lands” (PRC section 75055a). Additional funding for the Forest Conservation Program was provided by the California Drought, Water, Parks, Climate, Coastal Protection, and Outdoor Access For All Act of 2018 (Proposition 68) which authorized the Board to advance “…protection, restoration, and improvement of upper watershed lands in the Sierra Nevada and Cascade Mountains, including forest lands, meadows, wetlands, chaparral, and riparian habitat, in order to protect and improve water supply and water quality, improve forest health, reduce wildfire danger, mitigate the effects of wildfires on water quality and supply, increase flood protection, or to protect or restore riparian or aquatic resources” (PRC section 80132d). Project examples include, but are not limited to: • Meadow restoration • Forest thinning (hazard fuel reduction) • Post-fire restoration • Aspen stand enhancement

FAQ

Who can apply?

DHCS-licensed opioid treatment programs in California. Private providers, public health agencies, and nonprofit organizations operating licensed NTPs are eligible.

What are the funding amounts available?

Track One (Medication Unit): up to $400,000 per unit. Track Two (Mobile Narcotic Treatment Program): up to $1,000,000 per program. Applicants can request multiple MUs but only one MNTP per NTP site.

What can I use the funds for?

Startup costs only: purchasing/outfitting vehicles, securing leases, renovations, equipment, DEA compliance, staffing (5% max), and community engagement (5% max). Ongoing operational costs are not covered.

What is the deadline and application process?

The grant deadline is September 13, 2024. Contact DHCS or consult BHIN 24-005 guidance for detailed application procedures and any Letter of Intent requirements.

Will my application be competitive if I don't serve rural or Indigenous communities?

Prioritization goes to programs serving rural areas, jails, residential facilities without MAT, and Indigenous communities. Non-priority applications are still encouraged to apply but face higher competition.

💡 Tips for applicants

  • Clearly articulate how your mobile unit or program will serve a priority population (rural areas, jails, residential facilities, Indigenous communities). Programs serving these areas score higher.
  • Budget carefully for startup costs only. Reviewers will flag applications requesting operational or ongoing expenses, which are ineligible.
  • Document your organization's DEA licensing, California NTP licensure status, and capacity to comply with DEA and state regulations. Include evidence of current compliance.
  • If applying for multiple medication units, submit separate applications for each unit. Use your strongest evidence of community need for Track One applications.
  • Address Medi-Cal beneficiary access in your proposal. Programs committed to serving Medi-Cal clients will be prioritized for funding.

⚠️ Common mistakes

Requesting operational or ongoing costs instead of startup-only expenses. Budgeting staff or marketing above the 5% caps. Failing to commit to offering both buprenorphine and methadone as required.
