Program Objective

To assist in responding to clean water emergencies for systems that ensure clean water. Pursuant to the American Relief Act, 2025, Public Law (P.L.) 118-158, this assistance program provides grant funding for projects and activities to protect the health or welfare of persons affected by a clean water emergency. Eligible applicants include States or territories in EPA Regions 3 and 4 impacted by Hurricanes Helene and Milton. Funding is for projects and activities that support clean water emergencies, including but not limited to: (1) emergency response and preparedness; (2) water infrastructure repairs; (3) planning assistance for receiving other sources of funding to address water emergencies; (4) operations and maintenance of facilities to respond to emergencies; (5) establishing monitoring capabilities to respond to emergency situations and/or; (6) making capital and managerial improvements, as necessary, to return eligible facilities to conditions in which systems can feasibly sustain their operations in the event of an emergency. Funding priorities will be for projects and activities in emergency situations affecting systems that are necessary for preventing, limiting, or mitigating a substantial danger to public health.

Assistance under this program is available to States in EPA Regions 3 and 4 affected by hurricanes Helene and Milton.

The American Relief Act, 2025, P.L. 118-158 appropriates funding for assistance agreements to address clean water emergencies in States or territories in EPA Regions 3 and 4 impacted by Hurricanes Helene and Milton, provided that funds are used to protect the health or welfare of persons affected by a clean water emergency.

How to Apply

Application Procedure

Issuing office will provide location of application procedure details as appropriate.

Award Procedure

The grant applications are reviewed by EPA Regional Offices, and if approved, the funds are awarded to the recipient. For non-competitive awards made under this assistance listing, EPA will conduct an administrative evaluation to determine the adequacy of the application in relation to grant regulations and a technical and program evaluation to determine the merit and relevance of the project. The Agency will then advise the applicant if funding is being considered. A final work plan will then be negotiated with the applicant.

Description

Funds are provided to eligible applicants as determined by EPA to respond to and alleviate emergency situations including but not limited to identifying critical needs at impacted systems, developing disaster assessments and planning documents, preparing cost estimates, conducting training, assisting with operational statuses trackers, and applying for federal funding including assistance developing workplans. This assistance program provides grant funding for projects and activities in emergency situations that are necessary for preventing, limiting, or mitigating a substantial danger to public health.
