Program Objective
To provide decision makers with information needed to maintain the Upper Mississippi River System (UMRS) as a sustainable large river ecosystem given its multiple-use character. Congress has declared the UMRS to be both a nationally significant ecosystem and a nationally significant commercial navigation system. The long-term goals of the LTRM are to: understand the UMRS ecosystem, monitor trends and effects with respect to selected resources, develop resource management alternatives, manage information, and develop useful products.

How to Apply
Application Procedure
This program is subject to the provisions of 2 CFR Part 200 and Department of the Interior regulations 2 CFR Part 1402. Application form Standard Form (SF) 424 must be used. The application requirements as contained in the announcement package and the above regulations must be used for this program. Applications may be made only through the internet site http://www.grants.gov.
Award Procedure
Notification of an award is by receipt of a grant or cooperative agreement from a U.S. Geological Survey contracting officer.

Allowed Uses
Cooperative Agreements are entered into for the purpose of conducting resource monitoring and research as specified in the Strategic Plan for the Upper Mississippi River Restoration Program and for other activities to carry out the purposes of the Water Resources Development Act of 1986.
