Program description

This is a Public Affairs Section’s small grant opportunity, outlining our funding priorities, the strategic themes we focus on, and the procedures for submitting requests for funding. All programs must include an American cultural element, or connection with American expert/s, organization/s, or institution/s in a specific field that will promote increased understanding of U.S. policy and perspectives. Please carefully follow the instructions below.

  • Project Description:  PAS Phnom Penh proposes a program to teach Cambodian youth to stop the spread of misinformation and disinformation online, especially on Facebook, the country’s leading social media platform. Unethical news sites, paid bloggers, and sophisticated videos masquerading as legitimate news have found fertile ground on Facebook in Cambodia. The project will help young Cambodians to “Stop, Reflect, and Verify” before sharing information online. The program will have three components: in-person train-the-trainers (ToT) sessions, an online training module, and social media promotion.
  • The project to counter misinformation and disinformation will increase respect for human rights and fundamental freedoms, especially the freedom of expression and the press, by increasing the participants’ media literacy and their capacity to verify sources of information.

💡 Tips for applicants

  • Partner with established local organizations in Cambodia that have existing community relationships and trust; this strengthens credibility and implementation capacity.
  • Design workshops that are culturally appropriate and linguistically accessible, with content tailored to local media consumption patterns and specific mis/disinformation threats.
  • Develop clear metrics for measuring workshop impact, such as participant knowledge gains, engagement numbers, and downstream sharing of counter-messaging.
  • Include detailed implementation timelines, trainer qualifications, and plans for training materials that can be adapted and scaled for broader use.
  • Demonstrate sustainability beyond the grant period by building local capacity, creating replicable models, and identifying potential local funding or partner support for continuation.

⚠️ Common mistakes

Applicants often underestimate the complexity of translating media literacy concepts into workshop formats that resonate locally, leading to generic training designs that don't address Cambodia-specific disinformation narratives. Many proposals fail to demonstrate genuine local partnership and input, appearing top-down or externally imposed rather than community-driven. Applications frequently lack concrete metrics or monitoring plans for assessing whether workshops actually shifted participants' ability to identify and resist mis/disinformation.
