Program Objective
The Emergency Livestock Relief Program (ELRP) 2023 and 2024 provides direct financial assistance to livestock producers for losses incurred because of eligible drought or wildfire occurring in calendar years 2023 and 2024. ELRP 2023 and 2024 will provide assistance to eligible livestock producers who suffered losses resulting from the loss of forage quality and quantity.

Applicants must be a citizen of the United States; resident alien; partnership of U.S. citizens of or resident aliens; corporation, limited liability company, or other organizational structure organized under State law solely owned by U.S. citizens or resident aliens; or Indian Tribe or Tribal organization. Applicants are not subject to an average adjusted gross income limit of $900,000.

Description
ELRP 2023 and 2024 provides direct financial assistance to livestock producers for losses incurred because of qualifying drought or wildfire in calendar year 2023 and 2024. ELRP 2023 and 2024 will provide assistance to eligible livestock producers who faced losses resulting from loss of forage quality and quantity due to systemic drought and wildfire conditions. ELRP 2023 and 2024 was authorized by the American Relief Act, 2025 (Division B, Pub. L. 118-158) and will provide payments to eligible livestock producers using data already submitted to FSA on 2023 and 2024 Livestock Disaster Program (LFP) Application, CCC-853. Although payments made under LFP do not have a direct correlation to the losses incurred, to deliver this assistance quickly, FSA is using certain LFP data and issuing an ELRP 2023 and 2024 payments as a percentage of the gross payment calculated through LFP as a proxy for losses to eliminate the requirement for producers to resubmit information for ELRP 2023 and 2024. No action is required for eligible producers to receive ELRP 2023 and 2024 payments. The ELRP 2023 and 2024 payments will be equal to the eligible livestock producer’s gross 2023 or 2024 LFP-calculated payment multiplied by the applicable ELRP payment factor. The ELRP 2023 and 2024 payment factor will be 35 percent. If funds remain available after initial payments, an additional payment may be issued.

Required Documentation
FSA will utilize data already provided by 2023 and 2024 LFP applicants to issue an ELRP 2023 and 2024 payments to provide assistance for a portion of losses in 2023 and 2024. This program has different payment limitation rules therefore, a FSA-510 Request for An Exception To The $125,000 Payment Limitation for Certain Programs may need to be completed and submitted to FSA.
