Program Objective

The Organic Dairy Marketing Assistance Program (ODMAP) was established to help mitigate market volatility, higher input and transportation costs, and unstable feed supply and prices that have created unique hardships in the organic dairy industry. Specifically, under the ODMAP, United States Department of Agriculture (USDA) Farm Service Agency (FSA) is making $104 million available to organic dairy operations to assist with projected marketing costs in 2023 calendar year, calculated using their marketing costs in 2022 calendar year.

Award Procedure

Final approval is made by the FSA County Committee. After application is submitted and producer is determined eligible for the ODMAP payment.

Systemic obligation occurs when the County Office records the approval into the ODMAP application process.

Description

The ODMAP assistance will be provided through unused Commodity Credit Corporation (CCC) funds remaining from earlier pandemic assistance programs. The assistance will help eligible organic dairy producers with up to 75 percent of their future projected marketing costs in the 2023 calendar year, based on national estimates of marketing costs. The ODMAP assistance will be provided through a streamlined application process based on a national per hundredweight (cwt) payment. The payments will be capped at the first five million pounds of anticipated production, in alignment with preexisting dairy programs that target assistance to those smaller dairies that are most vulnerable to marketing challenges.

Required Documentation

Application/Enrollment: FSA will make available to organic dairy operations Form FSA–630, Organic Dairy Marketing Assistance Program to apply for assistance for pounds of organic milk projected to be marketed in 2023. FSA accepted applications from May 24, 2023, through August 11, 2023.
For ODMAP 2024 FSA will make available to organic dairy operations Form FSA–630-1, Organic Dairy Marketing Assistance Program 2024 to apply for assistance for pounds of organic milk projected to be marketed in 2024. FSA will accept applications from September 30, 2024 through November 29, 2024.
Supporting documentation is not required at the time of application or before a payment is issued but may be accepted if provided. The County Committee (COC) may also request additional information as necessary to verify the accuracy of information provided on the application. If any supporting documentation is requested, the documentation must be submitted to FSA within 30 calendar days from the request or the application must be disapproved by COC. For new, transitioning, or expanding dairy operations requesting ODMAP 2023 and 2024 payments on projected 2023 and 2024 milk production, supporting documentation is required at application to justify the request for estimated milk production.
