Program Objective

Good Neighbor Authority allows the Forest Service to authorize states, counties, and federally recognized Indian tribes to conduct certain projects on federal lands in pursuit of specified land management goals (16 U.S.C. § 2113a and 16 U.S.C. § 8571). The authority allows the Forest Service to collaborate with these entities to plan and execute cross-jurisdictional restoration and recreation work.

State includes state agencies that are part of a State university system. State universities are not eligible. State includes the Commonwealth of Puerto Rico.

Award Procedure

The law authorizes sole source award of included projects. Projects and associated funding will be negotiated between the Forest Service and the State agency.

Description

Good Neighbor Authority allows the Forest Service to enter into cooperative agreements with states, counties, and federally recognized tribes to conduct restoration and/or recreation services across jurisdictional boundaries. Project work increases the pace and scale of forest, rangeland, and watershed restoration and enhances recreational opportunities and access. Generated revenue is reinvested into land management goals.

Allowed Uses

Restoration services provided are on a project-by-project basis as planned or made ready for implementation under existing Forest Service authorities. Types of projects include treatment of insect infested trees, reduction of hazardous fuels, and other activities to restore or improve
forest, rangeland, recreation and watershed health including fish and wildlife habitat. Projects may be completed by the states or subcontracts utilizing state contract procedures, local government organizations and tribal entities. Public works projects may not be performed under the Farm Bill version of the Act.
