Increase protective factors to ensure youth transitioning from foster care have the skills they need to prevent any further victimization and/or involvement in the child welfare or juvenile justice systems. Increase connections for youth transitioning from foster care with caring and concerned adults that will help to prevent further victimization and/or involvement in the child welfare and/or juvenile justice systems.

Award Procedure
All final award decisions will be made by the Assistant Attorney General, unless a statute explicitly authorizes award decisions by another official or there is written delegation of authority to another official. For successful applicants, JustGrants will send a system-generated email to the Application Submitter, Authorized Representative, and Entity Administrator with information on accessing their official award package in JustGrants. The award package will include key information (such as funding amount and period of performance) as well as award conditions that must be followed. The Authorized Representative for the entity should accept or decline the award within 45 days of the notification.

- Approval: From 120 to 180 days
The review procedure for applications is specified in the notice of funding opportunity (NOFO) and generally includes eligibility and responsiveness, merit, programmatic, budget, and risk reviews.

Description
This program supports pilot program sites to develop, implement, and build replicable treatment models for residential-based innovative care, treatment, and services which will serve as a foundation for ensuring that adolescents and youth transitioning out of foster care have the skills and treatment they need to best position them for success after leaving out-of-home placement or when experiencing a crisis that requires a residential placement. The primary population served include adolescents and youth transitioning out of foster care who have experienced a history of foster care involvement, child poverty, child abuse or neglect, human trafficking, juvenile justice involvement, substance use disorder, or gang involvement.
