Program Objective
The Department of War’s (DoW) REPI program supports the military mission by funding technical and implementation projects that inform effective and efficient military land management on or near DoW installations and ranges to preserve and enhance test, training, and operational capabilities. The projects funded through these programs enable mission-driven use of DoW working lands, protect strategic defense priorities, to facilitate the DoW mission, avoid regulatory restrictions of military lands, and improve military installation resilience. REPI funds projects in coordination with the Military Services, private organizations, and Federal, state, and local entities.

Applicant should submit proposals as requested for in the relevant announcement.
Decision Timeline
- Approval: From 120 to 180 days
- Renewal interval: From 30 to 60 days
2 CFR 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards applies to this program.
The Military Service for installation level projects will contact recipients directly. In the case of national level projects, the REPI Program will contact recipients.

Description
The REPI Program sustains military installation operations through cost-sharing agreements that prevent incompatible development, reduce regulatory restrictions, and increase military installation resilience. By avoiding land use conflicts in areas outside installations, the REPI Program safeguards the military’s ability to use existing facilities, avoids costly workarounds, and ensures warfighter access to uninterrupted training.

Use of Funds
Allowed Uses
Funding is available on a FY basis.
All funds must be obligated within the FY for which they are awarded. The goal is 80% expenditure of funds within 18 months of receipt. Requirement is for all funds to be expended within 5 years of receipt. Method of awarding/releasing assistance: Quarterly.
Restrictions
The REPI Program is not a grants program. The program uses a variety of mechanism to fund projects including cooperative agreements. Awards will be in accordance with 2 CFR 200. The Department plans awards to the National Association of Conservation Districts, the National Fish and Wildlife Foundation, and LegacyWorks Group.
Required Documentation
In general, all three programs require close working relationships with military installations as evidenced by letters of support or participation of installation personnel on the project team. Evidence of benefits to the installation’s mission(s) and the qualifications of the project team will also be required.
