Program Objective
To support basic and applied research at educational, nonprofit, or commercial research institutions, which have potential for leading to the improvement of military operations or dual-use application, and to support training and stimulation of future researchers in science and engineering disciplines. This support may take the form of grants or cooperative agreements.

How to Apply
Application Procedure
2 CFR 200 Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards applies to this program. All eligible private/public educational institutions and other private/public nonprofit organizations may submit proposals in response to the relevant announcements published via grants.gov and in the System for Award Management (SAM). Information regarding areas of scientific interest, points of contact, application and award procedures, shall be contained in individual announcements.
Award Procedure
Award decisions will be based on a competitive selection of proposals resulting from a peer and/or scientific review. Evaluations will use the criteria contained in the relevant announcement. If selected for award, the proposal is incorporated into a grant or cooperative agreement document and the applicant agrees to perform the research described therein.
Awards may be made at any time throughout the year for which funding is authorized.

Basic and applied research and prototype development in areas relating to the advancement of the Navy Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) capabilities to make informed decisions about further exploratory development to provide the technology base from which naval capabilities are drawn.
