Program Objective
The objective of this program, required by TITLE VI—PESTICIDES, Subtitle A—Pesticide Registration, Improvement Act (PRIA) of 2022, SEC. 704. REREGISTRATION AND EXPEDITED PROCESSING FUND Section 4(k) of the Federal Insecticide, Fungicide, and Rodenticide Act (7 U.S.C. 136a-1(k)(6)(B) is to “administer training and education programs for employees of the Environmental Protection Agency, relating to the regulatory responsibilities and policies established by this Act, including programs—H. R. 2617—1546 (I) for improving the scientific, technical, and administrative skills of officers and employees authorized to administer programs under this Act; (II) to align competencies identified by the Administrator for mission accomplishment; (III) for addressing best practices for operational performance and improvement; (IV) for improving administrative processes and procedures and addressing efficiency issues; (V) to promote consistent regulatory decision-making; and (VI) for educating registrants and regulated stakeholders on regulatory procedures.” The goal is to improve the efficiency, clarity, and consistency of EPA’s pesticide registration and re-registration processes. The desired outcome is to reduce backlogs through process improvements, clear instructions, and consistent decision-making. Measurements may be the reduction in backlog, how quickly new EPA staff are trained, the number and availability of training materials for EPA staff, and customer satisfaction.

How to Apply
Award Procedure
For competitive awards, EPA will review and evaluate application submissions in accordance with the terms, conditions, and criteria stated in the competitive announcement. Competitions will be conducted in accordance with EPA policies/regulations for competing assistance agreements. For non-competitive awards made under this assistance listing, EPA will conduct an administrative evaluation to determine the adequacy of the application in relation to grant regulations and to technical and program evaluation to determine the merit and relevance of the project. The Agency will then advise the applicant if funding is being considered. A final work plan will then be negotiated with the applicant.
Approximately 180+ days from the receipt of applications, through selection and notification, development and approval of work plans, to the awarding of funds.

Description
The purpose of the program is to adhere to the statutory timeframes in PRIA. Improved processes and clear communications should result in the EPA receiving complete applications at the front end and shorter processing times. This program is unique in that it aims to improve EPA processes to improve customer service.

Allowed Uses
Grants and cooperative agreements are available to support recipients' allowable direct costs incident to approved cooperative agreements plus allowable indirect costs, in accordance with established EPA policies and regulations. Assistance agreement awards under this program may involve or relate to geospatial information. Geospatial information is information that identifies the geographic location and characteristics of natural or constructed features or boundaries on the earth, or applications, tools, and hardware associated with the generation, maintenance, or distribution of such information. This information may be derived from, among other things, GPS, remote sensing, mapping, charting, and surveying technologies, or statistical data. This program makes Federal awards on a discretionary basis. A discretionary award means an award in which the Federal awarding agency, in keeping with specific statutory authority that enables the agency to exercise judgment (“discretion”), selects the recipient and/or the amount of Federal funding awarded through a competitive process or based on the merit of proposals. Required Documentation
Applicants may be requested to demonstrate that they have an appropriate background, academic training, experience in the field, and the necessary equipment to carry out projects. EPA may ask applicants or principal investigators to provide a curriculum vitae and relevant publications. Non-profits are required to demonstrate non-profit status. 2 CFR 200, Subpart E - Cost Principles applies to this program.
